    PROVISIONAL OPENING FOR PLANNER
    There is a provisional opening in the Allegany County Department of Planning for a full-time Planner.

    **This is a competitive class position, provisional candidate must pass the examination for this position and be ranked among the top three (3) candidates and receive an offer of employment for this position.

    ** Residency - Candidates must be residents of Allegany County or a contiguous county for at least one month prior to the date of exam. _ ****_

    DISTINGUISHING FEATURES OF THE CLASS : The work involves performing studies primarily concerned with physical development and governmental services within Allegany County. The work is performed under the immediate supervision of the Director of Planning by direction of the Planning and Economic Development Committee. A Planner does related work as required. Manage a variety of projects related to public works, economic development, civic engagement, public relations and any others as defined by the Director of Planning. Evening and weekend work may be required.

    TYPICAL WORK ACTIVITIES :

    • Completes studies involving research, investigation and analysis of sociological, economic and environmental factors related to municipal, regional and community planning;
    • Collects, tabulates and analyzes data on census statistics for use in population, housing and land use reports;
    • Analyzes environmental impacts of pipelines and other physical development proposals;
    • Maintains physical resource maps including wetlands, floodplains, land use, etc.;
    • Prepares charts, drafts, line drawings, designs, layouts to scale and other graphic material;
    • Assembles planning data from a variety of sources;
    • Prepares GIS based Maps including data acquisition, creative presentation, on-line applications.
    • Participates in meetings with civic and business leaders, village and town boards and planning committees to determine regional and community planning needs;
    • Assists in the preparation of grant applications for a variety of State and Federal funds;
    • Writes narrative reports for inclusions in Planning Board publications;
    • Reviews and critiques requests for zoning variances, land use changes and subdivision plans, and assists in redesigning the residential, commercial, agricultural or industrial components to confirm to the municipalities' zoning and subdivision requirements.
    • Manage special projects such as the planning and implementation of parks, neighborhoods, infrastructure, and the environment, with an emphasis on Downtown Revitalization Initiative (DRI) grant projects.
    • Conduct planning-related activities and data gathering.
    • Prepare Request for Proposals, advertise, review proposals, interview, and establish a list and rating of qualified consultants. Prepare contracts and negotiate terms with chosen consultant.
    • Coordinate the work of multiple consultants, permitting and funding agencies, obtain data and information, review consultants' work, obtain approvals from funding and permitting agencies, and authorize payments.
    • Set up, advertise and supervise public meetings. Supervise and communicate with advisory committees.
    • Assist with the preparation and administration of various grants as assigned; oversee student interns as needed.
    • May take part in public meetings, fairs, exhibitions, and trade shows.
    • Overnight travel outside the County is part of this positions required duties.

    FULL PERFORMANCES, KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS : Good knowledge of the procedures required by the Agricultural Districts Law to certify an Agricultural District; working knowledge of purposes, principles, terminology and practices employed in municipal planning; working knowledge of the principles and practices of drafting, mapping, and graphic visual methods as applied to community planning; working knowledge of rural land use planning and development issues; working knowledge of New York State environmental review procedures; ability to interpret and communicate effectively both orally and in writing; ability to assemble statistical and demographic data from a variety of sources; ability to carry out oral and written instructions; physical condition commensurate with the demands of the position.

    MINIMUM QUALIFICATIONS :

    (A) Master's Degree; OR

    (B) Bachelor's Degree and one (1) year of paid experience in urban, rural, downtown revitalization, municipal planning, or closely related experience; OR

    (C) Associate's Degree and two (2) years of paid experience in urban, rural, downtown revitalization, municipal planning, or closely related experience.
