    PROVISIONAL OPENING FOR PUBLIC HEALTH TECHNICIAN
    There is a provisional opening in the Allegany County Department of Health for a full-time Public Health Technician.

    **This is a competitive class position, provisional candidate must pass the examination for this position and be ranked among the top three (3) candidates and receive an offer of employment for this position.

    ** Residency -Candidates must be residents of Allegany County or a contiguous county for at least one month prior to the date of exam. _ ****_

    DISTINGUISHING FEATURES OF THE CLASS : This is routine, sub-professional public health work involving responsibility for assisting sanitarians and other public health personnel in carrying out the various elements of prevention and control programs affecting the public's health. The work involves gathering information for use in determining compliance with local and state Sanitary Code requirements. Depending upon assignments, the work is performed under the direct supervision of a higher level technical or professional employee, the Director of Environmental Health, or the Deputy Public Health Director who reviews reports and provides advisory assistance when necessary. Employees in this class are responsible for conducting inspections and carrying out specialized phases of the environmental health program/emergency preparedness program. Does related work as required.

    ** TYPICAL WORK ACTIVITIES** :

    • Conducts animal bite inspections, collects and submits animal specimens for testing, schedules rabies vaccination clinics, and other activities that support the Rabies Control Program;
    • Collects and submits water samples for analysis, monitors complaints related to public and private water supplies, conducts inspections of simple, low risk water systems, and other activities that support the Drinking Water Enhancement Program;
    • Conducts complaint investigations regarding nuisances and sanitation problems;
    • Maintain a Food Safety Program for all Health Department permitted food service facilities;
    • Make routine and follow-up inspections of low-risk food service facilities;
    • Conducts sanitation and compliance inspections, and other activities related to the Community Sanitation Program, ATUPA/CIAA Programs;
    • Prepares and maintains reports, files, records, and performs other clerical duties related to the position;
    • Prepares correspondence for non-compliance with Food Safety Program, ATUPA/CIAA, Rabies, Drinking Water, Sanitary Survey Program, and other environmental health programs;
    • Works collaboratively with the public, other County departments, and Local and State partners in order to complete emergency preparedness deliverable items;
    • Participates and conducts emergency preparedness drills along with other public health personnel;
    • Conducts septic system dye test for property transactions and prepares appropriate reports and follow-up actions regarding the transaction;
    • Assists environmental health staff in monitoring the permit status for all regulated facilities under the New York State Sanitary Code;
    • Pulls monthly reports for expiring permits for regulated facilities;
    • Assis in the completion of emergency preparedness quarterly reports and annual deliverables.

    FULL PERFORMANCES, KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS : Working knowledge of environmental health principles, sanitation regulations and modern inspection methods; Working knowledge of applicable provisions of the State Sanitary Code relating to environmental public health inspections; Working knowledge of natural science and mathematics; Skill in health inspection techniques; Ability to establish and maintain effective working relationships with others; Ability to read maps and drawing; Ability to solve arithmetic problems related to environmental public health inspections.

    MINIMUM QUALIFICATIONS :

    1. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree with a minimum of 15 credit hours in the natural sciences, of which not more than 6 credit hours may be in the applied sciences or
    2. Satisfactory completion of 60 semester credit hours of academic education at a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with a minimum of 15 credit hours in the natural sciences, of which not more than 6 credit hours may be in the applied sciences.

    **SPECIAL REQUIREMENT: **Possession of a valid driver's license, and satisfactory completion of a public health training course approved by the New York State Department of Health within two (2) year of appointment. The dates of the training course shall be determined by the appointing authority.
