    Job Description

    The Technical Project Manager / Account Manager role at CapTech is multi-faceted by the very nature of the services we provide to our clients.     Specific responsibilities for the Technical Project Manager / Account Manager position may include, but are not limited to:

    • Demonstrated track record of successful ability to manage large and complex consulting engagements.
    • Creative thinking and seeking innovative solutions to complex technical/business problems.
    • Develop and communicate integrated project plans and/or roadmaps to establish, monitor, manage, and report key milestones, risks, and deliverables.
    • Identify and mitigate risks to the project delivery and support the triage and resolution of critical issues that arise throughout the project.
    • Perform hands-on delivery work, including analysis, design, process engineering, and change management, as needed by the project.
    • Lead the State's implementation team for Department of Revenue's comprehensive Tax System Modernization Program, overseeing the replacement of aging legacy tax processing systems with a modern COTS integrated tax system
    • Serve as the primary liaison between DOR and the vendor, ensuring contractual obligations are met and managing any scope, schedule, or quality issues through established governance frameworks
    • Coordinate stakeholder management and communications across multiple DOR divisions to ensure business requirements are properly captured and implemented
    • Monitor and validate vendor deliverables according to the established Program Management Plan, tracking progress against key milestones and release timelines
    • Work closely with change management teams to manage the transition from legacy systems to the new tax solution across multiple implementation phases spanning 5-6 years
    • Leverage experience with large-scale government technology implementations, particularly in tax administration, revenue management, or similarly complex regulatory environments
    • Collaborate with DOR's Executive Steering Committee and Implementation Steering Committee to ensure strategic alignment and resolve critical program decisions
    • Accountable for executing significant aspects of the account strategy by owning one or more SOWs and ensuring superior project delivery.
    • Proactively identifies and drives new opportunities to serve client’s needs. Leads and/or executes proposal and SOW efforts and seeks opportunities to introduce new or additional CapTech service offerings & capabilities.
    • Seeks and develops relationships with key stakeholders by immersing themselves in client culture and community events.
    • Advocates for digital accessibility and inclusive design in all projects and client interactions.

    Qualifications

    Specific qualifications for the Senior Program Manager/Account Lead position include:

    • Bachelor’s degree in Business Administration, Information Technology, or equivalent work experience
    • Demonstrate comprehensive knowledge of tax administration processes including submissions processing, taxpayer services, collections, audit, revenue accounting, and compliance functions
    • Experience with data conversion and migration of taxpayer accounts, historical financial records, and case information from legacy tax systems to modern integrated tax platforms
    • Understand the complexities of implementing a tax system that handles multiple tax types with varying reporting requirements, including Individual Income, Sales & Use, Corporate, Withholding, and other specialized taxes
    • 3 + years of proven account management or other relevant experience
    • 8 + years of experience in project or program management role, preferably with full agile development life cycle experience. Ideal candidate will have consulting industry experience
    • Implement creative thinking and seek innovative solutions to complex technical/business problems.
    • Ability to establish credibility and trust with clients through excellent interpersonal and communication skills.
    • Excellent communication skills, listening, negotiation and presentation skills.
    • Proficient at managing and leading diverse teams made up of people with a variety of technical skills and backgrounds, in different locations (i.e., remote and/or on-site), and from different organizations (i.e., CapTechers, client employees, and/or other vendors).
    • Demonstrated track record of successful ability to manage large and complex consulting engagements
    • Ability to assess client needs, identify omissions and gaps, and design optimal solution.
    • Creative thinking and seeking innovative solutions to complex technical/business problems
