Critical Key requirements
o The proposed QA Engineer shall possess a minimum of ten (10) years prior work experience, with at least seven (7) of those years working in Quality Assurance, Auditing, Project Management or Construction Management.
o Hold at least a Bachelor’s degree in a relevant field of Science, or Applied Science (e.g. – engineering, Engineering Technology) Preferred structural background
Working knowledge of Microsoft Office Suite and Office 365
Experience with construction Quality systems, design quality processes, auditing, report writing, quality testing and NYSBC
o Experience with the design and construction of projects for structural, civil, electrical or communications and signal
Highly desired: Worked with ACI, NFPA, ASTM, AASHTO, NYSBC/International Building Code, OSHA, AREMA, ISO, UL, AISC, FTA, FRA
SUMMARY OF THE FUNCTION/ROLE
The objective of this contract is to augment C&D Metro-North Railroad’s Quality Assurance
(QA) staff with one (1) full time Quality Assurance (QA) Engineer to work out of Metro-North
Offices at 420 Lexington Avenue, Mid-town Manhattan.
The QA Engineer shall be under the supervision of and report directly to Director of Quality
Assurance or his’s/her’s designated authorized representative. The QA Engineer shall work five
days a week, eight hours a day. A railroad pass for transportation to field meetings along the
right of way will be provided.
The overall duration of the contract shall be approximately twelve (12) months.
I. DETAILED DESCRIPTION OF SERVICES REQUIRED
The QA Engineer shall provide various related services to support the Capital Programs
Department, which is comprised of the following areas: Line Structures, Buildings, Shops and
Yards, Passenger Stations, Electrical/Power, Security Enhancements, Parking Lots, Site Work,
plumbing, Mechanical, and Environmental. The work is predominantly field work. The type of
tasks required of the Consultant shall include but are not limited to the following:
A. Immediate Needs
Project Quality submittals
o Oversight of construction consultants and the Contractor’s Quality personnel to
ensure contract quality requirements are being followed.
o Review, comment, and monitor status of Consultant or Contractor’s Quality
Manual and Contract Quality Plan (CQP) and, where applicable Software QA Plan,
to ISO 9001 standards
o Review, comment, and monitor the status of Inspection & Test Plan and Quality
Work Plans
o Review and comment on Commissioning and Systems Integration Plan and testing
procedures
o Review and comment on Contractor QC procedures, forms, matrixes
o Review, comment, and monitor the status of Inspections, Tests, and
Nonconformances
Chapter 2 Project Contract Quality Activities
o Perform inspection walkthroughs alongside the Project Management Team and
provide technical recommendation
o Attend periodic Quality Work Group Meetings and other project meetings to plan
out future Quality events, resolve quality breakdowns and non-conformances,
make decisions concerning the disposition to non-conformances, etc.
o Participate in FAI / FAT for critical equipment and/or systems, such as on-site
inspection of the quality control process
o Monitor submission of required Quality submittals.
o Perform audits/assessment/inspections of suppliers or manufacturers.
Chapter 3 System Level Oversight of Quality Management Activities
o Monitoring of compliance to the Consultant or Contractor’s QM/ CQP, such as
calibration practices, approved procedures, documented work, performed testing
and approvals
o QA audits of jobsite activities as well as project surveillances.
o System level oversight of personnel performing special processes (for special
processes where applicable Code requires certified skills)
II. RELEVANT PRIOR EXPERIENCE

Experience with the design and construction of projects around an operating railroad
is highly desirable
Experience with training, systems development, construction or construction
management, and quality management practices
III. PERSONNEL QUALIFICATIONS:
Personal abilities of being well-organized, a self-starter, a team player, a multitasker
Strong oral and written communication skills are required to develop policies and
guidelines, chair meetings, as well as provide technical and administrative support as
needed
Strong interpersonal skills
Strong technical, analytical and problem solving skills
Must have valid driver’s license
IV. PREFERRED:
Completed training in the principles and practices of Quality Management Systems or
Quality Management System audits under a program sanctioned by a National or
International Standards organization
Completed training in the principles and practices of Project Management or
Construction Management under a program sanctioned by a National or International
Standards organization
Training in and experience in implementing quality management systems
Active NYS Professional Engineering License
Experienced in quality control in the construction environment.
Experience with Supplier Qualification, At-source product quality inspections
Industry experience:
o Railroad infrastructure
o Railroad field work practices
o Any government-regulated industry requiring Quality Management Systems
