Quality Control Manager - Site Safety & Health Officer
Herman Construction Group Inc (HCG) is growing! We are seeking a dual hat Quality Control Manager/Site Safety & Health Officer to join our HCG team, a subsidiary of Bristol Bay Construction Holdings LLC (BBCH). This position is located at Naval Base Point Loma in San Diego, CA. Project Scope of Work: The A40 High Bay 5 facility is a secure, two-story space comprised of research and testing areas, offices, open workstations, and collaboration rooms. Due to the general use of the space and since the research and testing is related to light electronics/computers, the spaces are considered primarily as a business occupancy. Bay 5 is located in the High-Bay lab wing area of building A40. The scope of work includes adding the second floor of an existing single-story space. The existing building and new second floor are steel-framed structures with a slab-on-grade foundation. Scope of work also includes mechanical, electrical, plumbing, and finish trades to outfit the newly constructed mezzanine. Responsibilities: • Develop, administer, and ensure compliance with the Quality Control Plan for projects, following the Army Corps Three Phases of Control. • Certify that all submittals, plans, and specifications meet contract requirements, and oversee evaluations and testing by approved personnel or facilities. • Provide documented evaluations and corrective actions to maintain high-quality standards and minimize recurring issues. • Maintain hazardous material reports and coordinate pre-final and final inspections, ensuring all deficiencies are corrected and as-built documents are submitted. • Oversee safety management, including developing and implementing standardized Safety Programs, conducting site-specific orientations, and leading weekly safety meetings. • Survey project sites for compliance with safety standards, conduct accident investigations and implement corrective actions. • Collaborate with company safety professionals and subcontractors to improve safety practices and ensure proper training and equipment use. Qualifications: • USACE Construction Quality Management (CQM) for Contractors Certificate within the last 5 years. • EM-385-1-1 40-Hour Course. • OSHA 30 Card. • First-Aid /CPR/AED. • A graduate of a four-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science. • Minimum of 10 years experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on similar size and type construction contracts which included the major trades that are part of this Contract. • The individual must have at least two years experience as a QC Manager • The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability. Physical Requirements: This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods of time; frequent opportunities to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to; hard hats, steel-toed boots, eye protection, respiratory protection, and hearing protection. Working Conditions: Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife.
