  • Responsibilities

    The Outreach Specialist for RESEA plays a crucial role in connecting with individuals eligible for reemployment services, conducting outreach activities, and facilitating their engagement in the program. The specialist is responsible for promoting the benefits of RESEA, assessing participants' needs, and coordinating their enrollment in relevant services. This position requires a combination of communication skills, empathy, and a thorough understanding of workforce development principles.

    Works with SERCO customers to provide rapid re-employment services to unemployment insurance claimants and other job seekers. Rapid re-employment includes job search assistance and referral to services and resources in the community

    The Reemployment Services and Eligibility Assessment (RESEA) program targets claimants who are most likely to exhaust UI benefits before finding employment and other claimants identified by TWC criteria that would benefit form the program to provide personalized reemployment services.

    RESEA provides UI claimants with access to an array of resources and services available through the workforce system that support reemployment, including the opportunity for enrollment in the Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker or other programs as appropriate.

    1.Project Execution

    3. Risk Management

    • Identify Risks : Proactively identify and communicate potential risks or issues.
    • Participate in Risk Mitigation : Actively engage in risk response planning and support measures to prevent or reduce risk impact.

    4. Adherence to Project Plan

    • Follow the Project Schedule : Work within the constraints of the project schedule to meet deadlines.
    • Ensure Compliance with Project Standards : Adhere to established procedures, methodologies, and standards defined in the project plan.

    5. Continuous Improvement

    • Engage in Lessons Learned : Participate in retrospectives and document any lessons learned to contribute to future projects.
    • Provide Feedback : Offer constructive feedback on project processes, suggesting improvements to optimize project efficiency.

    6. Support Resource and Cost Management

    • Efficient Use of Resources : Utilize allocated resources effectively to avoid wastage.
    • Support Cost Control Efforts : Be mindful of project costs and work to complete tasks within budget constraints.

    DUTIES AND RESPONSIBILITIES

    1. Outreach and Engagement: * Identify and target eligible individuals for RESEA services through community outreach, partnerships, and collaboration with local organizations. * Conduct informational sessions to educate potential participants about the RESEA program and its offerings.
    2. Participant Assessment: * Conduct initial assessments to determine participants' skills, employment history, and barriers to reemployment. * Collaborate with participants to set realistic and achievable career goals.
    3. Individualized Service Planning: * Develop individualized service plans based on assessment results and participants' career objectives. * Provide guidance on available services and resources to support the reemployment process.
    4. Communication and Relationship Building: * Establish and maintain positive relationships with participants, community partners, and relevant stakeholders. * Effectively communicate program objectives, expectations, and available resources.
    5. Program Enrollment: * Facilitate the enrollment process for participants in the RESEA program. * Ensure that participants understand the benefits of program participation and are committed to the reemployment process.
    6. Documentation and Reporting: * Maintain accurate and up-to-date participant records, documenting assessments, goals, and progress. * Prepare regular reports on outreach activities, participant engagement, and program outcomes.
    7. Referral to Support Services: * Identify and refer participants to support services, such as training, childcare, transportation, or counseling, to address barriers to employment.
    8. Follow-Up and Monitoring: * Implement a system for regular follow-up with participants to monitor progress and address any emerging challenges. * Modify service plans as needed based on feedback and changing circumstances.
    9. Community Collaboration: * Collaborate with local employers, educational institutions, and community organizations to enhance outreach efforts and create employment opportunities for participants.
    10. Stay Informed: * Stay informed about local labor market trends, in-demand industries, and job opportunities. * Continuously update knowledge of available resources and services.

    DESIRED KNOWLEDGE, SKILLS, AND ABILITIES

    Related experience includes but is not limited to data entry of information within specified timeframes, monitoring systems to determine dates of eligibility, and establishing relationships with staff and other agencies. You must have a valid driver’s license and reliable transportation.

    EDUCATION AND EXPERIENCE

    Minimum High School Diploma/GED

    SPECIAL REQUIREMENTS :

    • Must possess a valid Texas Driver’s License and provide automobile liability insurance as required by the State of Texas.
    • Must have access to reliable transportation in order to make required home visits.
