JMT's Philadelphia Construction Management (CM) Team is seeking Resident Construction Engineers/Technicians to provide as needed CM support services on project assignments for PennDOT, SEPTA, DRPA, and other JMT clients in the Philadelphia region.
Essential Functions and Responsibilities
- Assist client with oversight of all CM support activities, coordinate, and manage project inspection activities to ensure contractor compliance of plans, contract documents, specifications, and standards.
- Implement a Project Control System to evaluate and assist in the resolution of all related issues, including major field construction problems, engineering design problems, community and public concerns, review of contractors' submissions, contractors' claims, and revised department strategies and requirements.
- Assist with evaluating the CPM schedule for the construction project in conjunction with the contract documents and the contractor's submitted CPM schedule and monitor progress during construction.
- Coordinate and assist in pre-bid, preconstruction and regular progress meetings for each project and special meetings as required. Also, assist in the coordination and preparation of agendas, record, document, and issue minutes of all meetings.
- Establish and maintain a system of document control during construction, i.e., correspondence, shop drawings, catalog cuts, submittals, schedules, etc.
- Review cost estimates and coordinate value engineering submissions whether originated by the contractor or the Department.
- Provide claim avoidance evaluations, time impact analysis, and support for claim mitigation or evaluation.
- Facilitate review of contractor's submissions with emphasis upon maintaining the established construction requirements of the client.
- Coordinate and participate in community relations, including personal contacts and community meetings.

Required Skills
- Client requested certifications
- Strong Computer proficiency
- Active driver's license
- Must successfully complete and pass JMT's Motor Vehicle screening
Required Experience
- High school diploma or equivalent
- 5+ years of roadway construction inspection experience
- Knowledge and experience in roadway construction techniques, reading plans, procedures, methods, equipment and materials
- Supervisory experience in construction management/inspection situations
- Ability to act in an Owner’s Agent/Responsible in Charge role
Preferred Experience
- Experience with local clients
- Associates or bachelor’s degree in Construction Management or Civil Engineering

Working Conditions
Work is performed in the field. Ability to extensively perform bending, kneeling, standing, shoveling, and lifting and carrying objects weighing up to 25 lbs as needed. Work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
