    The Residential Counselor is responsible for overseeing clients’ behavior and assisting clients in the completion of necessary tasks. The Residential Counselor's role involves reminding residents to complete tasks and attend scheduled appointments, monitoring resident behavior, preparing meals, and carrying out light chores within the facility. The Residential Counselor is also in charge of providing emotional support and encouragement to residents and reporting activity and behavior to the Clinical Team. The Residential Counselor serves as a model to children and adolescents while providing direct care and basic need services to consumers who are challenged with behavioral, mental illness, and substance abuse issues. In the secured PRTF (Psychiatric Residential Facility) the Residential Counselor supervises consumers while maintaining a therapeutic milieu environment to accomplish the goals of the consumer’s person-centered plan.

    JOB DUTIES AND RESPONSIBILITIES

    Essential Functions, include but are not limited to the following:

    The Residential Counselor:

    1. To receive, read, and be familiar with the Policies and Procedures of Premier Service of Carolina, Inc.

    2. Required knowledge, skills, abilities, and specific consumer competencies

    3. Knowledge of basic principles of MH/SA/DD diagnosis, ability to work with persons who may be different in areas of ability, age, economic status, socially, etc

    4. Empathy and understanding of consumer problems and ability to respond to these problems; ability to determine consumer needs; ability to engage with and build a rapport with the person served.

    5. Become familiar with and implement the individual’s PCP to address the individual’s identified goals according to the service definition.

    6. Document the service provided in progress notes. The basic data included in these notes will include

    observations, consumer participation, and progress, behavior changes, or any pertinent

    information relating to the consumer. All documentation must be completed by the end of each shift worked.

    1. Submit all required documentation by the deadlines specified by the Supervisor.

    2. Obtain and keep current all training required by the agency, according to the service provided and according to the individual’s needs.

    3. Attend all mandatory staff meetings and consumer conferences or give advance notice to the Supervisor as to reason(s) for inability to attend.

    4. Receive supervision from a Supervisor/Qualified Professional (QP) at least quarterly and as needed either face-to-face, via phone, or group staff meetings. All paraprofessionals and associate professionals will be supervised by a Qualified Professional in accordance with G.S. NCAC 27 G .0204 (b) (c) (f) and according to licensure or certification requirements of the appropriate discipline.

    5. Work only authorized hours unless specifically approved in advance by the Supervisor/Administrator.

    6. Report changes in a person's condition, family situation, or needs to the Supervisor.

    7. Report any allegation of consumer abuse, neglect, or exploitation of the consumer to Supervisor to be

    investigated and an incident report to be completed, along with a report to the local DSS.

    1. Report any destruction or theft of agency property to the Supervisor.

    2. Report any possible fraud against the consumer or agency to the Supervisor to be investigated.

    3. Supervise and monitor consumers in the residential and school settings, assist with daily living skills, such as prompting to complete daily hygiene, chores, homework, etc.,

    4. Perform other duties as required.

    QUALIFICATIONS

    High School diploma or Equivalent

    Flexibility to work any shift

    Oral and written communication skills

    Knowledge and skills in educating clients in daily living skills

    Observation and decision-making skills

    Experience in implementing group activities helpful

    Knowledge of substance abuse/addiction issues or related work experience would be beneficial

    Must have a criminal record check and a healthcare registry check, OIG as required in accordance with 10A NCAC 27G.0200

    If providing transportation must have a North Carolina or other valid driver's license, a safe driving record, and an acceptable level of automobile liability insurance

    Must be capable of passing a pre-employment drug screen and TB skin test

    TRAINING and COMPETENCY REQUIREMENTS:

    Successful completion of Training/Skills refresher training as mandated to include:

    First Aid/CPR

    EBPI

    Bloodborne Pathogens/ Infectious Disease

    HIPAA/ Client Rights/ Confidentiality

    Core Competencies

    General Organizational Orientation Training to meet the MH/DD/SA needs of the clients as specified in the treatment/habilitation plan.

    Other training as indicated

    Note: Some training requirements/objectives may be satisfied by level of competency according to professional education, attainment of licensure, and continuing education. These are subject to review and approval by the state, LME, and/or Premier Service of Carolina, Inc.

    Work Environment

    This job involves duties that require a willingness to work in a facility-based setting of the person served. Work performed outside of the facility may involve exposure to cigarette smoke, domestic animals/pets, household pests, uncomfortable heating/cooling, and other issues related to the domestic location in which the service is delivered.
