    PAYROLL & BENEFITS MANAGER

    Position Classification: Full-Time Regular

    ABOUT THIS OPPORTUNITY

    Rockford Construction is looking for a Payroll & Benefits Manager. As a valued member of the team, this individual will be responsible for all aspects of payroll and benefits strategy and implementation. As a strategic partner to the Director of Human Resources and Chief Financial Officer, this role will serve as an advisor to employees who have payroll and benefits related questions. Additionally, the Payroll & Benefits Manager will process bi-weekly payroll, oversee and administer leave requests and accomodations in compliance with the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans. This position reports directly to the Director of Human Resources.

    The ideal candidate will have experience independently managing full scope of payroll and benefits for a mid-size company and possess advanced knowledge of payroll, benefits, and leave best-practices, laws and regulations. He/she will have a keen attention to detail, have a disciplined approach to managing priorities to meet deadlines and a knack for strategy and continuous improvement.

    RESPONSIBILITIES

    • Maintain, review and prepare payroll to ensure timely and accurate processing of bi-weekly transactions including salaries, benefits, garnishments, taxes, fringe benefits, and other deductions for all team members.
    • Administers employee benefits plan including 401k retirement plan, medical, dential, vision, FSA/HSA, life insurance, disability insurance, disability plan, voluntary benefits, workers compensation and COBRA for all team members.
    • Create a comprehensive benefits awareness strategy and develop communication to enhance understanding of company benefits and related policies.
    • Serve as the main contact for all employees to research and resolve any payroll and benefits-related inquires to ensure a quick and courteous resolution.
    • Act as the subject matter expert for payroll tax requirements and relevant payroll-related laws such as FLSA, federal and state payroll taxes, IRS-related requirements for pre- and post-tax earnings and deductions, retirement plan and company benefits plan.
    • Recommend benefits program to management by studying employee requirements and trends, and developments in benefits offered by other organizations.
    • Monitor benefit carrier file feeds to ensure data reflects changes and correct errors and omissions.
    • Manage annual open enrollment process to ensure timely and accurate set-up, enrollment process, materials creation, presentation, and material distribution.
    • Identify and implement opportunities for streamlining workflows and process automation.
    • Handle highly sensitive and confidential information professionally and discretely.
    • Perform other duties as assigned to meet the business needs.

    REQUIREMENTS

    • Bachelors degree in human resources, business or accounting required.

    • 10 or more years of experience in payroll and benefits.

    • Working knowledge of federal and state laws and regulations as it relates to payroll and benefits.

    • Strong knowledge and understanding of benefit programs.

    • Places a high value on customer service, teamwork, accuracy, and attention to detail.

    • The ability to work with all-levels of the organization in a sensitive and confidential manner.

    • Able to work with minimal direct supervision and exercise initiative.

    • Must possess the ability to organize, prioritize, and manage multiple tasks with a sense of urgency.

    • Must possess superior oral and written communication and interpersonal skills.

    • Must be comfortable and willing to present complex information to groups of people.

    • Must have a working knowledge of MS Office, including strong skills in Excel, Word, and Outlook.

    PREFERRED SKILLS AND EXPERIENCE

    • PHR or SHRM-CP certification.
    • Fully insured and self-insured insurance plans experience.
    • Paylocity software experience, multi-state payroll and s-corp experience.

    ENVIRONMENTAL FACTORS

    The work environment for this position may subject the individual to hazards commonly associated with construction sites. Examples of physical hazards include noise, proximity to moving vehicles, atmospheric conditions, close quarters, uneven surfaces, and elevated surfaces. The individual may also be subjected to outside environmental conditions (weather) where protection may not be available. Personal Protective Equipment (PPE) is required at all times outside the job trailer. Occasional lifting of 50 lbs. or less.
