    Position Description

    The incumbent provides security and administrative support to direct funded programs with Sensitive Compartmented Information (SCI) security requirements, which are more stringent than those security requirements normally applied to DoD in the interest of National Security. Interprets sponsor’s unique classified technical needs and applies risk management and implementation of relevant security measures to ensure national security. Implements unique security requirements related to information security, physical security, personnel security, industrial security, operations security, communications security, monitoring and inspections while assisting the program to meet its mission.

    DUTIES: The incumbent is responsible for providing program protection in the interest of national security. The incumbent will plan, implement and administers the Sensitive Compartmented Information security programs comply with legal and regulatory requirements and meets customer needs. The incumbent will serve as the lead or alternate lead special security representative (SSR), and provide advice and manage all aspects of SCI and/or Special Access Program (SAP) security programs needed to complete the organization's mission. The incumbent will also provide support in the areas of program protection planning; personnel, industrial, physical and Information Systems (IS). The incumbent will prepare, review and evaluate program and security documentation to ensure adequate protection is provided in accordance with program requirements. The incumbent operates as the team lead or as an effective team member within the Navy/DoD structure, and is able to understand and apply ethical standards in relationships.

    INFORMATION SECURITY (INFOSEC): You will implement policies, instructions, procedures, control systems, and methods to prevent the loss and/or compromise of classified information or material in a special access program (SAP). Provides guidance and advises staff on matters pertaining to the proper safeguarding, handling, storage, transmission, and destruction of classified information, controlled unclassified information (CUI) and sensitive material, as well as security classification, declassification, and marking principles.

    PHYSICAL SECURITY (PHYSEC): You will serve as the primary point of contact for ensuring all Special Access Program Facilities (SAPF’s) are accredited and properly managed. Ensures Department, Program, or Competency facility and controlled area access is managed by the need-to-know principle and all employees, contractors, patrons, and vendors who do not require routine access to facilities, controlled areas, and/or IT systems are escorted. Ensures when individuals have access removed from facilities or systems, the appropriate individuals and entities are notified (i.e. Information Assurance, Facility/Lab Managers, Security, etc.).

    PERSONNEL SECURITY (PERSEC): You will serve as the primary point of contact for processing all personnel security questionnaires (PSQ), verifying clearances, access, and need to know for Department, SCI, Program, or Competency employees and visitors in the Defense Information System for Security (DISS) or other Department of Defense or Navy official databases. Execute all program access requests (PARs). Provides security indoctrination training for all new employees or transfers into their Department, Program, or Competency to include derogatory information reporting and foreign travel reporting requirements.

    INDUSTRIAL SECURITY: You will serve as a point of contact for ensuring contract employee compliance with security requirements commensurate with the level and type of work being performed for the Program, Department, or Competency.

    COMMUNICATIONS SECURITY (COMSEC): Coordinates with Program, Department, or Competency Local Element (LE) managers to ensure all COMSEC equipment is properly handled, safeguarded, and stored IAW COMSEC regulatory requirements and policies. Incumbent may also serve as the LE/Alternate LE as required/needed to support assigned program.

    OPERATIONS SECURITY (OPSEC): You are responsible for implementing OPSEC policies and procedures for the Program, Department, or Competency.

    The incumbent provides security oversight, leadership, and administrative support to direct funded programs with Special Access Program (SAP) security requirements, which are more stringent than those security requirements normally applied to DoD and DoN in the interest of National Security. Interprets sponsor’s unique classified technical needs and advises on risk management and implementation of relevant security measures to ensure national security. Understands and implements unique security requirements related to physical security, personnel security, industrial security, operations security, communications security, monitoring and inspections while driving the program to meet its mission.
