    Position Overview

    The Senior Office Engineer is a key role in coordinating various aspects of project delivery and leading the administration of construction projects within the Maintenance & Operations (M&O) division. This position involves managing planning, design, budget maintenance, scheduling, labor compliance, and completing project close-out activities. The successful candidate will work with project managers, contractors, field staff, and other stakeholders to ensure projects are delivered on time, within budget, and meet quality standards.

    Key Responsibilities

    Project Delivery Coordination: Oversee and coordinate the planning, design, budgeting, and scheduling of projects while ensuring compliance with labor regulations and completing project close-out activities.

    Stakeholder Communication: Schedule, document, and track project planning and engineering activities in collaboration with Project Managers, contractors, field staff, and other stakeholders.

    Plan and Proposal Evaluation: Read, interpret, and evaluate architectural and engineering plans and proposals, providing contracting strategies and coordinating award documentation.

    Change Order Management: Review and respond to Requests for Clarifications (RFC), Change Order Proposals (COP), and Change Directives (CD), ensuring quality assurance and merit.

    Cost Estimation & Negotiation: Prepare cost estimates and assist in negotiating fair and reasonable costs for change orders submitted by contractors.

    Payment and Timeliness Monitoring: Review and monitor applications for payment, ensuring projects are delivered within approved timelines.

    Field Verification: Conduct site walks to verify field conditions and prepare progress or status reports.

    Schedule Review: Review contractor baseline schedules, including analysis of critical path and recovery schedules.

    Constructability Review: Ensure compliance with relevant standards, guidelines, and building code requirements.

    Documentation & Record Keeping: Maintain project files, including correspondence, contractor invoices, progress statements, change orders, claims, timesheets, and extra services.

    Meeting Coordination: Coordinate progress meetings, prepare agendas, record minutes, and follow up on action items.

    Data & Documentation Collection: Assist in collecting contract data and documentation to resolve changes and claims.

    Project Close-out: Assist in project close-out activities, including acquiring technical documents, project records, as-built drawings, and maintaining manuals.

    Material Compliance Testing: Lead efforts in performing tests required to ensure material compliance with plans and specifications.

    Additional Duties: Perform other duties as directed by Senior Project Managers, OARs, or Project Engineers.

    Minimum Requirements

    Required Experience

    8 years of full-time paid professional experience in a similar or equivalent role, involving project or construction management for commercial, public, or educational facility construction projects valued over $15M.

    Additional Preferred Experience

    Experience utilizing Building Information Modeling (BIM).

    Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS).

    Experience with the Division of the State Architect (DSA) construction/design process.

    Required Education

    Graduation from a recognized college or university with a bachelor’s degree in Architecture, Engineering, or Construction Management.

    Additional qualifying experience may substitute for education on a year-for-year basis, provided that a high school diploma or equivalent educational proficiency is met.
