    Position Overview:

    We are seeking an experienced and highly skilled Cost Estimator V to join our team. This position requires extensive experience in cost estimation for both engineering and construction projects, with a particular emphasis on public airport projects. The ideal candidate will have a strong background in using large-scale estimating software, reconciling estimates, and leading estimating teams. This individual will work closely with project management, engineering, and third-party entities to ensure accuracy and fairness in the development of cost estimates.

    Key Responsibilities:

    Estimation and Cost Analysis:

    Review project proposals and assist in determining merit and scope.

    Ensure that labor rates, productivity, and hours are in conformance with contract specifications.

    Review material pricing, quantities, and contractor mark-ups to ensure that estimates are accurate and reasonable.

    Perform detailed cost estimation based on engineering drawings and proactively identify potential issues.

    Prepare estimates using unit rates for labor, materials, construction equipment, and all-in unit cost calculations.

    Ensure accurate and reasonable pricing references for materials, equipment, and labor.

    Review contract modifications to determine equitable cost allowances for scope changes.

    Collaboration and Negotiation:

    Collaborate with project management and engineering teams to ensure all aspects of estimates are covered.

    Actively engage in cost reconciliations and negotiations with contractors, identifying points of agreement and documenting outcomes.

    Develop and maintain records of negotiation documentation and track changes in estimates.

    Establish and maintain routine reporting on estimate changes and reasons for variations.

    Supervision and Training:

    Manage and oversee the estimating department, ensuring alignment with overall project goals and estimating best practices.

    Provide guidance and training to junior estimating personnel, fostering development and accuracy in estimates.

    Review and evaluate estimates produced by third-party estimators and assist in the reconciliation process.

    Estimating Software and Tools:

    Utilize large-scale estimating software (e.g., On-screen Takeoff, MC2) for preparing detailed estimates.

    Leverage industry databases such as RS Means and Richardsons to validate material and labor costs.

    Stay up to date with the latest software tools and technologies related to cost estimation.

    Reporting and Documentation:

    Prepare detailed material take-offs and breakdowns of components and subsystems.

    Maintain and update historical cost data for future project estimates.

    Document all estimating processes, methodologies, and results, ensuring accuracy and transparency.

    Communication and Relationship Management:

    Ensure effective communication of estimating results to internal stakeholders, including project management and engineering teams.

    Establish a personable yet contractual approach when negotiating with contractors and other external parties.

    Document and resolve discrepancies between internal and external estimates in a collaborative manner.

    Key Qualifications:

    Experience:

    20+ years of general estimating experience directly related to engineering and construction projects.

    Demonstrable experience with public airport projects is essential; experience with commercial airport terminal projects is highly desirable.

    Proven experience with complex estimate reconciliations and change order negotiations.

    Experience managing a small estimating department is a plus.

    Electrical or Mechanical Estimating experience is a desirable skill.

    Skills:

    Proficiency with large-scale estimating software (e.g., On-screen Takeoff, MC2).

    In-depth knowledge of industry estimating databases such as RS Means and Richardsons.

    Strong ability to develop cost estimates from engineering drawings and planning documents.

    Familiarity with applying unit rates for labor, materials, and equipment.

    Strong analytical skills and attention to detail.

    Proficiency in Microsoft Office Suite (Excel, Word, etc.).

    Excellent oral and written communication skills.

    Education and Certification:

    Bachelor’s or Master’s degree in Engineering, Construction Management, or a related field. A Master’s degree is strongly preferred.

    Professional certifications such as PMP, PE, and/or Certified Estimating Professional (CEP) credentials are required.

    Working Conditions:

    This position offers a hybrid/telework schedule, with telework on Mondays and Fridays and onsite work required Tuesday through Thursday.

    May require working outside of standard hours depending on project timelines and needs.

    Occasional travel to project sites may be required.
