    Join the national security mission by supporting our client, the Defense Advanced Research Projects Agency (DARPA), as it shapes the future of three-dimensional heterogeneous integration (3DHI) by joining us as the Senior Economist Science and Engineering Technical Assistance (SETA) for the Next-Generation Microelectronics Manufacturing (NGMM) program.

    The NGMM program will advance the state of the art in three-dimensional heterogeneously integrated microelectronics through the formation of a domestic open-access prototyping and pilot line capability. NGMM is an $840M, six-year program executed in three phases. Phase 0, now complete, informed planning for the 3DHI manufacturing center by defining exemplar 3DHI microsystems and identifying the equipment, process, and facility requirements for manufacturing these microsystems. Phase 1 kicked off in summer 2024 and will focus on procuring and installing equipment, establishing baseline fabrication processes, developing a 3D assembly design kit (3D-ADK), and design automation and simulation software tailored to 3DHI. Phase 2 will build on Phase 1 to create hardware prototypes, automate processes, and develop emulation capabilities.

    The end goal of the program is to establish a self-sustaining 3DHI manufacturing center at an existing facility that is owned and operated by a non-federal entity and accessible to users in academia, government, and industry. Success will be measured by the ability to produce high-performance 3DHI microsystems at reasonable cost, with cycle times supporting fast-paced innovative research.

    Duties

    As a Senior Economist Science and Engineering Technical Assistance (SETA), you will analyze economic and financial data to identify trends, patterns, policy, and relationships in support of the DARPA Microsystems Technology Office (MTO) NGMM program. In this role you will analyze NGMM economic information to develop and manage a sustainment strategy for the 3DHI manufacturing center.

    You won’t go at it alone; you’ll work alongside a team of project management professionals, financial analysts, schedulers, task leads, contract officials, academia, government, and industry experts. You will apply advanced consulting skills and extensive technical expertise to develop innovative solutions to complex problems. Work independently in a fast-paced environment, directly with government program managers and contract performers. Coordinate with members of the supporting contracting team.

    Analyze economic and financial data to identify trends, patterns, policy, and relationships.

    Develop and maintain NGMM financial sustainment economic models.

    Collaborate with technical team and performers to provide economic insights for strategic sustainment planning.

    Conduct research on economic issues and forecast market conditions likely to impact long term sustainability of the NGMM 3DHI manufacturing center.

    Monitor and interpret economic developments and advise on implications for NGMM strategy.

    Interpret economic and sustainment models to guide the team in developing new collaborative relationships.

    Prepare detailed reports and presentations to communicate findings to stakeholders.

    Basic Qualifications

    Master’s degree or Ph.D. in Economics, Finance, or a related field.

    Proven experience as an Economist or in a similar role, with a strong track record of data analysis, economic modeling, and strategic planning.

    Proficiency in statistical software and data analysis tools.

    Excellent analytical and quantitative skills with the ability to interpret complex data.

    Ability to work independently and as part of a team in a fast-paced environment.

    Ability to travel up to 10% of the time.

    Secret clearance.

    Preferred Qualifications

    Experience supporting DoD or working in relevant USG environment.

    Knowledge of the microelectronics industry and trends.

    Experience working with startups for economic analysis and sustainability modeling.

    U.S. citizenship is required for this position. Selected candidates for all positions will be required to undergo a thorough background investigation.
