    The Senior IT Consultant role is responsible for establishing a governance process for our client, administering a strategy for a Data Management program based on the outcomes of a data management/strategy assessment. This role requires expertise in data management, strategy development, and project management to ensure alignment with legislative mandates and organizational goals. Responsibilities: • Develop and implement a strategic plan for the establishment of a data management governance process.

    • Lead the planning, execution, and completion of data management projects, overseeing the implementation of governance frameworks and strategies.

    • Coordinate with relevant stakeholders to gather requirements and facilitate communication throughout the project lifecycle, ensuring stakeholder buy-in and alignment.

    • Monitor project timelines, budgets, and resource allocations to ensure projects adhere to schedule and budgetary constraints.

    • Prepare and distribute quarterly reports for stakeholder groups providing updates on project progress and compliance requirements.

    • Collaborate with internal teams and external vendors to ensure project quality and adherence to State standards and policies in data management practices.

    • Implement a portfolio quality and project assurance function to identify and mitigate risks, resolve issues, and ensure project success in data management initiatives.

    • Oversee the benefits realization process, tracking and measuring project outcomes to ensure the delivery of expected benefits from data management efforts.

    • Provide leadership and support to project teams, fostering a culture of accountability, transparency, and continuous improvement in data management practices.

    • Stay informed about emerging technologies, industry trends, and best practices in data management and IT project management to drive innovation and efficiency in governance processes.

    Qualifications: • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred.

    • Experience with state-level Health and Human Services Agencies

    • Proven experience in program or project management, particularly in the public sector or government agencies, with a focus on data management initiatives.

    • Strong understanding of IT systems, data management principles, data modeling, and technology modernization strategies.

    • Knowledge of data governance frameworks, data quality management, and metadata management.

    • Excellent communication skills with the ability to interact effectively with diverse stakeholders, including legislators, executives, and technical teams.

    • Demonstrated leadership capabilities with a track record of successfully managing complex projects and driving organizational change in data management practices.

    • Proficiency in project management tools and methodologies, such as Agile or Waterfall, and familiarity with portfolio management practices.

    • Experience in budgeting, financial management, and resource allocation within a public sector environment.

    • Ability to analyze data, identify trends, and make data-driven decisions to optimize project outcomes in data management initiatives.

    • Certified Project Management Professional (PMP), Certified Data Management Professional (CDMP) or equivalent certification is a plus.

    • Strong commitment to integrity, transparency, and accountability in managing public funds and resources in data management governance.
