Senior Policy Representative, Federal Taxation
Location: This position can be based in the Washington, DC office only
Position Summary:
Reporting to and under the guidance of the Director of Federal Tax Policy, the Senior Policy Representative - Federal Taxation is responsible for handling legislative affairs related to federal tax policy matters impacting real property and members. This consists of closely following legislative and regulatory tax policy issues before Congress and the Executive Branch, understanding and maintaining relationships with Congressional tax-writing committees, the Treasury Department and Internal Revenue Service; drafting testimony and comment letters; co-staffing the Federal Taxation Committee; understanding current tax policy positions and how the association develops new policy; conducting necessary research and legislative analysis on issues; assisting in developing and executing advocacy and outreach strategy; spearheading internal policy development; and communicating to members and those outside the association on federal tax policy issues and positions.
Duties and Responsibilities:
Drafts Congressional testimony and letters to relevant Legislative and Executive Branch offices related to all federal tax issues that are of importance to REALTORS®.
Co-staffs the Federal Taxation Committee and its work groups, including developing close-working relationships and trust with the volunteer leaders of the committee.
Develops a deep, specialized knowledge in federal tax issues as applied to real property and business tax issues of members via publications, media, coalitions, hearings and mark-up sessions, seminars, and other sources.
Identifies emerging federal taxation issues that may affect the real estate industry by monitoring developments via publications, media, coalitions, seminars, and other sources. Analyzes the effectiveness of current policies relating to these issues as they affect REALTORS® and helps guide development of new positions through research.
Conducts analysis to strengthen advocacy efforts on existing policy positions.
Conveys policy positions and industry trends to key real estate industry stakeholders and congressional offices by developing and maintaining relationships with those dealing with federal tax issues of interest and serves as a key contact.

Qualifications:
At least 5-7 years' experience in federal tax policy issues; Hill experience on tax issues with members of Ways and Means or Finance Committees preferred.
High attention to detail, results oriented with ability to multi-task and meet deadlines in a dynamic, fast-paced team environment.
Ability to think in innovative ways to find solutions to problems.
High level of proficiency with Microsoft Office: Outlook, Excel, Word, PowerPoint, and other mainstream programs.
Exceptional communication skills - verbal, written, and presentation.
Strong member relations and interpersonal skills with quick response to all inquiries.
Ability to travel up to 10%
