Position Overview: The Senior Project Manager (SPM) is responsible for overseeing complex projects related to the procurement, fabrication, and delivery of overhead crane systems for the Navy program. In addition to direct project management, the SPM supervises and develops a team of 1-3 Project Managers, ensuring their growth and success. The SPM ensures all project deliverables meet or exceed customer expectations, align with budget and schedule constraints, and comply with strict Navy and defense industry standards.
This role combines technical expertise in overhead crane systems, leadership in managing teams, and strategic oversight of project execution. The SPM is also instrumental in fostering continuous improvement, mentoring team members, and building a high-performing project management team.
Key Responsibilities:
Team Leadership and Development:
· Directly supervise 1-3 Project Managers, overseeing their workload, project assignments, and performance.
· Develop and implement training plans to ensure Project Managers are proficient in project execution, compliance, and proposal development.
· Mentor and coach team members to improve skills in leadership, communication, risk management, and technical knowledge.
· Conduct regular performance evaluations and provide constructive feedback to enhance team effectiveness.
Project Management:
· Oversee end-to-end management of high-priority projects, ensuring alignment with Navy program requirements.
· Develop and execute comprehensive project plans, including scope, schedule, budget, and risk management strategies.
· Proactively identify and mitigate risks, addressing potential challenges related to supply chain disruptions, technical issues, or schedule delays.
Proposal and Contract Management:
· Lead the preparation of technical and cost proposals in collaboration with internal teams, ensuring compliance with RFP requirements.
· Provide guidance and review on proposals developed by Project Managers to ensure quality, competitiveness, and alignment with government standards.
· Oversee contract administration, including change orders, amendments, and claims management.
Stakeholder and Vendor Coordination:
· Serve as the primary point of contact for high-level communication with Navy program officers and other key stakeholders.
· Ensure seamless coordination among internal teams, suppliers, and subcontractors to meet project objectives.
· Provide leadership in vendor selection and performance evaluation, ensuring adherence to contract terms and quality standards.
Compliance and Quality Assurance:
· Ensure all deliverables meet Navy and defense industry regulations, including NAVCRANECEN INST 11450.2A, ANSI, OSHA, and ASME standards.
· Oversee quality assurance activities, including factory acceptance tests (FAT) and site acceptance tests (SAT).
· Maintain and enforce rigorous documentation practices to meet Navy audit and reporting requirements.
Financial Oversight:
· Develop and manage project budgets, ensuring adherence to financial objectives and identifying cost-saving opportunities.
· Review financial performance of projects managed by direct reports, providing guidance on cost control and forecasting.
Continuous Improvement:
· Lead initiatives to optimize project management processes, enhancing efficiency and reducing project cycle times.
· Foster a culture of continuous learning and improvement within the project management team.
Travel
· Project managers typically work primarily in the corporate office but will be required to perform site visits to address project concerns and ensure the companies best interest and reputation is maintained.
Required Qualifications:
Bachelor’s degree in Engineering, Business Administration, Construction Management, or related field.
Minimum of 5-7 years of experience in project management, preferably in industrial equipment or overhead crane systems.
Demonstrated experience managing projects for government or defense agencies, with a deep understanding of federal contract regulations (e.g., FAR, DFARS).
Proven track record of developing successful proposals in response to government RFPs, including technical writing, cost estimating, and compliance management.
Strong technical understanding of overhead cranes and their components, including design, fabrication, installation, and operational requirements.
Proven track record of managing large, complex projects with budgets ranging from $1 million to $10 million+.
Excellent negotiation skills and experience managing suppliers, subcontractors, and third-party vendors.
Proficiency with project management software (e.g., MS Project, Primavera P6) and tools for budget and schedule tracking.
Knowledge of Navy or Department of Defense standards for equipment procurement and installation is highly desirable.
