    COLSA Corporation is looking for an experienced proposal analyst to support our continued growth and expansion into new markets. The ideal candidate is experienced in working proposals for the DoD and NASA customers resident in Huntsville, AL, as well as for Government customers in other markets. He/she also possesses deep familiarity with all aspects of proposal development, including knowledge of the FAR, industry-standard proposal management and development processes, and leadership of complex proposals from draft stage through delivery. Work will be performed primarily at COLSA Corporate headquarters in Huntsville with occasional remote work possible.     General Summary: Provide senior-level support for development and production of proposals.

    Principal Duties and Responsibilities (*Essential functions)

    • Researches, prepares, and/or authors complex proposal sections
    • Routinely leads the development of large proposal sections or entire proposal volumes
    • Develops compliance matrices for complex proposal efforts
    • Coordinates proposal writing process for instant proposals
    • May act as overall Proposal Manager for select proposals

    Required Qualifications

    • Bachelor’s Degree in related field such as Business Administration, English, Communications, Journalism or equivalent experience
    • Minimum eight years relevant work experience
    • Working knowledge of desktop applications including word processing, spreadsheets, and database programs
    • U.S. Citizenship required; must be able to undergo a criminal background check prior to hire.

    Preferred Qualifications

    • Demonstrated experience with preparation and delivery of self-scoring and traditional written, multi-volume proposals
    • Demonstrated familiarity with multiple GWACs
    • Demonstrated experience in working with commercial proposal development tools and/or software

  • Qualifications

    EDUCATION/CERTIFICATION

    • High school diploma or General education degree (GED) required.
    • Possession of Grade 3 State of California Water Distribution Operator certification and Grade 2 Water Treatment Operator certificate are required.
    • Associate degree in Public Works preferred.
    • Forklift Operator certificate preferred.
    • Valid California driver’s license, with good record required.

    KNOWLEDGE AND SKILLS

    • Knowledge of methods, materials, and equipment used in the operation and maintenance of water distribution system.
    • Knowledge of safety guidelines and equipment.
    • Knowledge of principles of business letter writing, report preparation, technical research, and method of data analysis.
    • Knowledge of Microsoft Word, Excel, Outlook, PowerPoint, and other computer programs.
    • Detail-oriented, organized, self-motivated, and values teamwork.
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    • Ability to write routine reports and correspondence.
    • Ability to speak effectively before groups of tribal members, guests, or employees of the organization.
    • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
    • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
    • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
    • Ability to deal with problems involving several concrete variables in standardized situations.
    • Ability to work in a professional high-pressure environment while demonstrating and maintaining good personal relation/people skills and a positive attitude.
    • Ability to multitask and work well under stress.
    • Must be a self-starter and able to adjust to change.
    • Must be able to work flexible hours during the day or evening including weekends, holidays, and all blackout dates.
