Department: Fires Center of Excellence (FCOE), Mission Simulation Center (MSC)
Essential Duties and Responsibilities The site lead reports to the PM and focuses on the overall operational, quality, environmental, and security aspects of their individual site. The site lead is responsible for: supporting the site team and managing operations in line with the contract deliverables; acting as the primary point of contact for the planning, preparation, and execution of all training events assigned to the site via the Range Facility Management Support System (RFMSS); providing After Action Review (AAR) data for the training unit’s in-stride and unit led AAR brief(s); leading the team and providing expertise with emergent equipment issues, troubleshooting, and preventive maintenance for all systems; validating adherence to policies and directives; and providing direct support on site range capabilities supporting a comprehensive training program which includes advancements in experience, evolution of technology, sustainment of individual billets, and cross-training personnel. These duties will include:
Assist the Program Manager (PM) with overseeing contractor personnel and ensuring that program requirements are met.
Ensure performance on the overall contract and each PWS requirement, including cost, performance, schedule, and staffing meets or exceeds all contractual standards.
Leads the preventive and corrective maintenance activity.
Leads the troubleshooting procedures as required.
Handles the coordination of shipments and movement of all required gear and personnel to support training location.
Ensure that adequate processes and business management guidelines are in place and are kept updated.
Report on effectiveness, efficiency, and need for improvement of the system to the PM & Training Team
Implement collection processes and tools (AAR) for performance and service delivery indicators per contractual requirements.
Apply continuous process improvement methodologies to strengthen team performance.
Is responsible for the Operational management of all labor, technical, and logistic resources. Including: Management of additional inter-Site surge supports; Submission of Team Corps Solutions monthly invoices; Liaison to ensure effective annual preventative and corrective maintenance plans; Planning and coordinating effective training of all staff; Collation and review of all required reports and timely submission to the Project Manager.
Assist the Project Manger in overseeing contractor personnel, promoting operational efficiencies, and ensuring activities and resources are aligned to meet contract objectives.
Education
Bachelor’s degree, any discipline.
Experience Three years’ experience as Team/Project Manager is required.
Three years’ experience is required in applying simulations, simulators, models, and games for training and education purposes.
Three years’ experience linking C4I application and mission command systems (AFATDS, FBCB2, JCR/JCB-P, CPCE, JADOCS, and/or DDS) with the JLCCTC Ver. 8.1 or JLCCTC-ERF simulation.
Required minimum of one year experience using the most recent version of Microsoft Operating System , Microsoft Office Applications, and other common desktop applications such as Adobe Acrobat, and the ability to quickly learn unique applications preferred.
Required Knowledge, Skills, and Abilities Knowledge of military doctrine, tactics, and command relationships at the Joint operational command level.
Proficient in computer applications such as Microsoft Word, Outlook, Excel, PowerPoint, andor SharePoint.
Excellent interpersonal and communication skills with the ability to interact with others and senior management.
Able to design and write clear communications and present training programs.
Strong analytical and problem-solving skills.
Excellent organizational, planning, and prioritization skills.
Additional Information The position is contingent upon contract award.
Required to sit for extended periods and maintain focus.
Daily travel in the local area during the workday (including using a personal vehicle).
Ability to obtain or have a security clearance.
Requires some travel.
