    Job Summary:

    We are seeking a Site Safety Manager to oversee safety compliance on rail construction and infrastructure projects. This position involves working closely with General Contractors (GCs), subcontractors, and rail operators to ensure all safety regulations and procedures are strictly followed. The ideal candidate will have significant experience in railway construction safety, transportation infrastructure, and site hazard management, ensuring a safe working environment for all personnel.

    Key Responsibilities:

    1. Rail-Specific Safety Oversight & Compliance

    Enforce rail safety regulations, OSHA standards, and project-specific safety requirements.

    Conduct daily safety inspections to identify and mitigate potential hazards on rail sites.

    Work directly with the General Contractor (GC), rail operators, and subcontractors to implement site-specific safety measures.

    Ensure compliance with OSHA 30, OSHA 510, FRA (Federal Railroad Administration) safety guidelines, and other applicable industry standards.

    1. Incident Prevention & Risk Mitigation

    Conduct job hazard analyses (JHA) and risk assessments specific to railway construction.

    Investigate and document incidents, near-misses, and safety violations, developing corrective action plans.

    Ensure proper implementation of fall protection, track safety, electrical safety, confined space protocols, and emergency response procedures.

    Oversee and enforce lockout/tagout (LOTO) procedures for track safety and equipment operations.

    1. Training & Safety Meetings

    Conduct rail safety orientations for new workers and site personnel.

    Lead daily safety briefings, toolbox talks, and emergency drills with a focus on rail-specific hazards.

    Ensure proper use of Personal Protective Equipment (PPE), including high-visibility gear, hard hats, and hearing protection.

    Provide safety training related to track worker safety, on-track equipment operations, and rail traffic control procedures.

    1. Collaboration & Regulatory Compliance

    Serve as the primary site safety liaison between the company, the GC, and rail agencies.

    Coordinate with project managers, field supervisors, and rail operators to maintain safe work zones.

    Assist with FRA, OSHA, and state regulatory inspections and ensure full compliance.

    Maintain up-to-date knowledge of rail safety protocols, industry best practices, and legal requirements.

    Qualifications & Requirements:

    Minimum 5 years of experience in construction safety, with a strong preference for rail, transportation, or heavy civil infrastructure projects.

    OSHA 30 and OSHA 510 required (OSHA 500 preferred).

    Experience with FRA (Federal Railroad Administration) safety regulations and track safety standards.

    Strong understanding of rail worksite hazards, signaling systems, and right-of-way safety procedures.

    Ability to identify and mitigate high-risk activities, such as working around moving trains, overhead power lines, and confined spaces.

    Strong leadership and communication skills with the ability to train and mentor field personnel.

    Work Environment & Conditions:

    Work is performed in outdoor rail construction environments.

    Exposure to various weather conditions, moving trains, and high-noise environments.

    Requires strict adherence to track safety and rail worksite protocols.

    May require travel to multiple rail project sites within Maryland.
