Job Purpose & Position Overview
Under direct supervision of the Deputy Director, performs and coordinates operations and activities necessary to plan, organize and implement social service programs related to employment, education, and economic assistance. Supervises staff engaged in social services planning, coordination, and delivery. Responsible for the implementation, monitoring, compliance, and reporting requirements of all Social Service funding sources. Performs related work as assigned and is a member of the management team for the Human Services Department.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values
Plans, organizes, directs and coordinates the operations and program activities of the social services program to attain program goals and objectives and carry out administrative policies and directives.
Confers with administrative and program superiors, managers of other units within the agency, and representatives of other public and private organizations to discuss agency programs, to resolve problems, to coordinate activities so that goals and objectives are attained, and to facilitate provision of services to customers in an efficient manner.
Discusses policies and procedures with subordinate staff to obtain information, provide guidance, and instruct staff on operational matters when existing policies, procedures, or guidelines do not address the situation.
Develops and recommends new or revised policies, procedures, and guidelines to respond to changes in program needs, objectives, and priorities, and to improve the effectiveness of the programs managed.
Confers with subordinate staff to obtain information necessary to develop work priorities, work schedules, and deadlines, to change work plans, and to resolve problems.
Develops performance evaluation standards and procedures to provide information to subordinate staff on the expectations of individual work performance and to provide complete and objective appraisal of subordinate performance.
Reviews and compares the work performance of subordinate staff with established standards to determine the quality and quantity of employee work, training needs, and appropriate personnel actions.
Collects and reports administrative and program data and summaries to administrative and program superiors to facilitate program decision making and planning.
Determines the resources necessary to attain established goals and objectives and provide necessary services to customers in order to provide administrative and program superiors with information to develop budget requests.
Researches social work and social services topics to keep informed of new developments in the field and incorporate current knowledge and practices into unit policies and procedures.

Required Qualifications/Skills:
Bachelor’s degree in Social Work or related field OR an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of two years.
A minimum of two (2) years’ experience in direct services to low-income families, supervision of staff, and program administration is required.
One year experience working with Native Americans is required
Knowledge of Public Law 102-477, Tribal TANF, Employment and Training, and Child Care, General Assistance funding is highly desirable and a willingness to learn is required.
Experience in managing grants and contracts and executing services and activities that meet goals and objectives.
Ability to develop and manage budgets, budget narratives, and expenditures.
Ability to communicate effectively in managing and directing staff.
Ability to deal with case management situations including crisis and chaotic cases.
Knowledge of administrative report preparation and writing is required.
Must possess customer service focus, strong organizational skills, be detail oriented, and self-directed.
Must be able to interact with immediate supervisor, managers, staff, and the public to gain their cooperation and to establish work relationships.
Must be able to formulate and recommend modifications to operational directives to attain department goals.
Must be able to coordinate the activities of the department necessary to arrange various conferences, hearings, trainings, and meetings.
Must be able to apply management practices, techniques, and methodologies to assigned activities.
Must be able to collect, assemble, and analyze facts and draw conclusions to recommend solutions to problems.
Must be able to identify and interpret program-administrative requirements, policies, and regulations to provide guidance and advice.
Must be able to organize and present facts and opinions to managers and groups.
Must be able to learn the structure, function, goals, and policies of the department.
Must be timely, dependable, courteous, and maintain a business-like appearance.
Must possess good verbal and written communication skills.
Proficient in the use of Microsoft Office software is required, and experience in word processing and data entry.
Must be able to maintain the strictest confidentiality and will be required to sign a confidentiality agreement.
Must possess a valid driver’s license and meet driver’s eligibility guidelines for tribal insurance.
Knowledge of services typically provided by public and private welfare organizations.
Ability to read and understand legislation and administrative and program policies, procedures, and guidelines analyze data, situations, and problems and identify sources of problems and solutions to problems through evaluation.
Must be able to travel

Knowledge of Federal, State and Tribal Law on abuse and neglect of individuals is required.
Knowledge of Confidentiality Laws and Regulations is required.
Knowledge of Winnebago culture and traditions is highly desirable and a willingness to learn is required.
Must be of good moral character. Will be required to pass a federal background check and submit to pre-employment drug testing.
Supervisory Responsibilities:
Supervise the Social Services Program at two locations
Training Requirements:
Must be willing and able to engage in employee training and development.
Must complete training for TAS database within 6 months
Must complete in house orientation and skilled helper training if required
Other trainings as directed
Physical Requirements:
Normal to medium office work which includes the ability to lift up to 50 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
While performing daily duties, the employee is regularly required to talk and hear.

Language Requirements:
Must possess the ability to read, write, and speak the English language fluently.
