    Job Description

    SUMMARY OF CLASS In the Office of the Auditors of Public Accounts (APA), supervises performance audits of state agencies, quasi-public agencies or state-supported institutions or supervises segments of audits, major in scope and complexity. Plans and performs the appropriate procedures for each assignment.

    Job Description: Executes an audit plan for conducting a performance audit of state agencies or programs, quasi-public agencies or state supported institutions in accordance with government auditing standards. Examines, analyzes and tests the internal controls, and policies and procedures for compliance with state or federal laws and regulations. Evaluates state agencies and programs to determine whether they are operating efficiently and effectively, are in compliance with laws and regulations, and effectively accomplishing their goals. Develops recommendations for improvements. Performs related work as required.

    Minimum Qualifications/General Experience: Successful completion of a bachelor’s degree from an accredited college or university, preferably in a field related to performance auditing, and at least five (5) years of employment in professional performance audit or program evaluation work. Disciplines considered relevant to performance auditing include, but are not limited to, public administration, social sciences, political science, statistics, accounting, journalism, business, economics, and law. Professional performance audit or program evaluation work is interpreted as work performed as a professional auditor, legislative analyst, program evaluator, or related occupation with the responsibility for the exercise of independent analysis and judgment in the application of professional auditing standards or program evaluation techniques.

    Master’s degree in public policy, public administration, business administration, accounting, or related field preferred.

    Knowledge, Skills and Abilities: • Considerable knowledge of performance audit or program evaluation principles and practices. • Considerable knowledge of government operations. • Ability to read and interpret laws, rules, regulations and contractual provisions. • Ability to evaluate and analyze methods and procedures. • Proficient in the use of spreadsheets and statistical software and computer systems. • Ability to collect, analyze, and synthesize quantitative and qualitative data to fully examine governmental programs and public policy issues to reach meaningful conclusions. • Proven aptitude for clear and concise written and oral communications. • Ability to write comprehensive reports and internal memos. • Ability to establish and maintain effective working relationships with agency personnel, associates and the public. • Ability to supervise and direct the work of others. • Ability to plan and organize work efficiently and effectively. • Ability to adapt to the special demands of the job and meet deadlines. • Ability to manage and resolve conflicts in a positive and constructive manner. • Ability to work effectively in crisis or pressure situations and respond well to unusual circumstances.

    Substitutions Allowed: • A master’s degree in public administration, public policy, business administration or an allied discipline may be substituted for one (1) additional year of the general experience. • A Certified Public Accountant may be substituted for one (1) year of general experience. • A project management professional certification (i.e. experience and examination requirements met) may be substituted for one (1) year of general experience. • For state employees, two (2) years of experience at the level of Auditor II – Performance may be substituted for the general experience.

To accomplish this goal, the APA provides independent, unbiased and objective opinions and recommendations on the operation of state government and the state's effectiveness in safeguarding resources. The APA strives to assist state agencies in achieving effective fiscal management. Further, the APA reports on the integrity of the state's financial statements and reports whether federal funds provided to the state are used in compliance with applicable laws, rules and regulations. Mission Statement The mission of the APA encompasses the following elements: Attesting to the fair presentation of the state's financial statements including certificates of audit, as required. Performing the Statewide Single Audit of federal programs in accordance with the federal Single Audit Act. Determining whether the state's resources are properly safeguarded. Determining whether such resources are properly and prudently used. Determining an audited agency's compliance with legal requirements. Evaluating management's economy, efficiency, and effectiveness in using the resources available to the audited agency. Evaluating a program's results, including consideration of costs and benefits. Ensuring that all audit results are disclosed to the public. Investigating whistleblower matters.
