JOB TITLE: Cost Analyst
JOB DESCRIPTION:
The employee in this position will have an understanding of Acquisition and Financial Management policies, procedures, regulations and directives such as, but not limited to, the Federal Acquisition Regulation (FAR)/Defense FAR (DFAR), DoD Financial Management Regulation (FMR) DoD 7000.14-R, Economic Analysis (AFI 65-501), Inflation (AFI 65-502), U.S. Air Force Cost and Planning Factors (AFI 65-503), Cost Analysis Guidance and Procedures (AFI 65-508), Economic Analysis (AFMAN 65-506), the AFLCMC Standard Cost Process, AFPD 65-5, Economic Analysis, Operating and Support Cost Estimating Guide and MILSTD 881D.
The employee will have experience with acquisition cost estimating/analysis to include but not limited to:
•performing linear regression, confidence intervals, or learning curves employing advanced mathematics/data analytics;
•defining the WBS/cost estimating structure (CES);
•utilizing the most appropriate technique available for each cost element of the estimate to include analogy, grass roots, actual cost, and parametric;
•using estimating tools Automated Cost Estimating Integrated Tools, Parametric Review of Information for Costing and Evaluation “TruePlanning” parametric modeling, Constructive Cost Model, Oracle Crystal Ball;
The employee will utilize automated management information systems to assist in performing fact finding, analytical, cost and advisory functions. The Contractor shall assist in developing and documenting life cycle and other cost estimates, Cost and Software Data Reporting (CSDR), business case analyses (BCA), cost benefit analyses (CBA), and economic analyses (EA). The Contractor shall assist in using multiple cost estimating methodologies and commercial cost models to include but not limited to, cost estimating relationships, cost estimating factors, discounting factors, net present value, return on investment, and pay back (break-even) analysis.
REQUIRED SKILLS/EDUCATION:
BA/BS, and ten years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD OR, 15 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, five of which must be in the DoD.
