    The Patient-Centered Outcomes Research Institute (PCORI) is authorized by Congress to conduct research to provide information about the best available evidence to help patients and their health care providers make more informed decisions. PCORI’s research is intended to give patients a better understanding of the prevention, treatment and care options available, and the science that supports those options.

     

    POSITION SUMMARY

     

    In this newly created role, the CIO at PCORI will lead a team of approximately 60 staff and contractors in driving access, insight, and action on the Institute’s information and technology infrastructure, including its data repositories. As the organization continues to integrate its technology and information teams, the CIO is broadly responsible for ensuring ongoing operation of a robust IT infrastructure while building and implementing information management, collection, and retention strategies that balance the Institute’s need for data while ensuring appropriate privacy and confidentiality.

    The CIO will have primary leadership and management oversight of this newly created Enterprise Information Services (EIS) unit charged with the execution and implementation of activities related to integrating its existing IT team (including teams supporting A/V, Azure/Office365, Salesforce, Training and IT Operations) with its data teams that oversee integrity and accessibility of all of PCORI’s funding award information, as well as its operational data. This person will optimize functional alignment and coherency of the EIS unit with the goal to align with the organization wide future-looking operating model that integrates across disciplines, provides clearly defined positions, and creates a collaborative, inclusive culture where employees can thrive and work to deliver on PCORI’s mission.

     

     

     

    OVERALL RESPONSIBILITIES

     

    • Work with the Deputy for Operations to build an organizational structure for the Enterprise Information Services (EIS) team guided by the broader organization transformation initiative and strategic plan, which includes defining responsibilities, decision authorities and decision-making within the unit
    • Attract, motivate, engage, and develop a diverse staff which fosters an inclusive, mission-focused culture.
    • Set objectives and strategies for the Enterprise Information Services (EIS) unit
    • Develop, successfully implement, and oversee strategic information and technology policies throughout the Institute
    • Drive implementation of an Information Governance and retention strategy to ensure appropriate collection and disposal
    • Support organizational goals by ensuring provision and reliability of organization’s current IT infrastructure
    • Plan for implementation of new systems and provide guidance to IT professionals and other staff within the organization
    • Oversee the technology infrastructure in the organization to ensure optimal performance
    • Ensure IT data security, risk management, disaster recovery and business continuity planning processes are in place and receive regular review
    • Evaluate EIS resource allocation and optimize staffing and effort to effectively deliver on business goals
    • Exercise diligent evaluation and careful budgetary management, including budget preparation and the ability to analyze and resolve complex issues
    • Serve as counsel to executive team on information and technology capabilities to support organization’s mission
    • Responsible for developing collaborations among the Institute’s leadership and administrative constituents to advance the Institute’s mission
    • Develop and organize information and technology talent and ensure that it is structured to efficiently deliver services across the organization

    Required Experience

     

    • 10+ years of experience in Information or IT leadership roles in a complex or high-growth organization with a mix of strategic, tactical, and service responsibilities
    • Prior experience leading organizational assessment, implementation, and compliance with privacy regulations such as GDPR, CCPA, CPRA or VCDPA
    • Recent experience in making transformative changes in information systems or operations
    • Experience with serving as a strategic advisor to senior leadership
    • BSc/BA in computer science, engineering or relevant field; MSc/MA preferred
  • Qualifications
