    Title - Technical Financial Analyst Client – NIH Location - (Bethesda, MD – Near Metro Station)

    Job Description:

    We are seeking a highly skilled Technical Financial Analyst to support the Finance Department at the National Institutes of Health (NIH) in Bethesda, Maryland. This position requires a finance professional with strong technical expertise in financial analysis, reporting, and compliance. The ideal candidate will provide data-driven insights, process improvements, and technical support to ensure NIH’s financial operations align with federal regulations and best practices.

    Key Responsibilities:

    Serve as a technical expert in financial analysis, providing strategic insights and recommendations for improving financial processes and reporting.

    Develop, review, and analyze financial research, reports, and documentation in accordance with the Blanket Purchase Agreement (BPA) statement of work.

    Support the Program Manager in resolving complex financial and technical challenges, ensuring compliance with federal financial regulations and policies.

    Perform budget forecasting, expenditure tracking, and financial modeling to support NIH’s financial planning and decision-making processes.

    Develop and maintain financial dashboards and reporting tools to enhance visibility into financial performance and trends.

    Assist in the evaluation and improvement of financial systems, policies, and procedures, ensuring efficiency and accuracy in financial transactions.

    Work closely with finance, procurement, and grants management teams to streamline financial operations and reporting.

    Ensure compliance with federal financial regulations, NIH policies, OMB Circulars, and GAAP accounting principles.

    Provide technical support for financial audits, responding to inquiries and preparing necessary documentation.

    Identify and recommend process automation solutions to enhance financial reporting and operational efficiency.

    Qualifications & Experience:

    Education: Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field.

    Experience:

    Strong background in financial analysis, reporting, and compliance within a federal agency or large organization.

    Experience with federal financial management systems, such as UFMS, Oracle, SAP, or Momentum.

    Knowledge of federal financial regulations, including OMB Circulars (A-123, A-136), GAAP, and FASAB standards.

    Proven ability to analyze complex financial data, develop reports, and provide actionable insights.

    Experience in budget forecasting, financial modeling, and expenditure tracking.

    Familiarity with NIH financial operations and grant management processes is a plus.

    Certifications (Preferred):

    Certified Public Accountant (CPA)

    Certified Government Financial Manager (CGFM)

    Chartered Financial Analyst (CFA)
