Job Description
The Technical Program Manager is responsible for the development, delivery, and management of strategic solutions and programs across Oteemo's DoD territory. Ensuring successful delivery and providing amazing customer experience resulting in maximum customer satisfaction will be the primary objective. The Program Manager is also responsible for the daily operations of the assigned contract(s) and supports the contract(s) through program management, deliverable completion, team supervision, and report completion. This individual owns all aspects of a product or service offering for a federal client, from inception to successful delivery and is integrally involved in interaction with project managers, consultants, stakeholders and other members of cross-functional teams. The Program Manager will be the leader of the assigned DevSecOps program and will work on projects consisting of cloud native and DevSecOps implementations.
Key Responsibilities:
Lead and oversee technical program for DevSecOps and software product development, ensuring alignment with contract requirements and organizational objectives while maintaining clear communication channels with all stakeholders.
Develop and implement program management processes, methodologies, and tools to drive efficiency and standardization across projects, including risk management frameworks and quality assurance protocols.
Build and maintain strong relationships with DoD clients, serving as the primary point of contact while proactively identifying opportunities for program enhancement and expansion of service offerings. Identify cross-sell and up-sell opportunities and drive organic account growth.
Manage cross-functional teams of developers, product managers, engineers, and operations personnel, providing technical guidance and ensuring adherence to program’s functional and compliance requirements.
Create and maintain comprehensive program documentation, including project plans, status reports, risk assessments, and performance metrics, while ensuring all deliverables meet or exceed client expectations.
Monitor program budgets, resource allocation, and contract performance, making strategic adjustments as needed to optimize program outcomes and maintain profitability.
Facilitate regular stakeholder meetings, reviews, and program status updates, ensuring transparent communication of progress, challenges, and solutions across all organizational levels.
Develop and mentor project team members, fostering a culture of continuous improvement and innovation while maintaining high standards of technical excellence and professional growth.
Qualifications
10+ years of demonstrated experience managing large-scale technical programs within the federal government space, particularly DoD contracts, with proven success in delivering complex technical solutions based on modern digital platforms.
Current active security clearance with ability to obtain and maintain higher-level clearances as required for working with DoD contracts and sensitive information.
Strong understanding of modern software development and IT infrastructure principles, with experience overseeing technical projects that may include cloud computing, automation, or enterprise systems integration. Experience managing DevSecOps and Cloud programs is a plus.
Experience managing and leading cross-functional technical teams
Experience in managing a diverse set of contract types including Firm Fixed Price (FFP), Time & Material (T&M), Cost Plus (CP), and As a Service.
Strong financial acumen with experience in budget management, resource allocation, and contract administration for programs valued at $5M+ annually.
Demonstrated ability of maximizing customer satisfaction and managing account growth.
Excellent leadership abilities with proven experience managing and mentoring technical teams of 10+ members across multiple projects simultaneously.
Project Management Professional (PMP) certification or equivalent, with experience in both traditional and Agile project management methodologies.
