    Job Description

    The Technical Program Manager is responsible for the development, delivery, and management of strategic solutions and programs across Oteemo’s DoD territory. Ensuring successful delivery and providing amazing customer experience resulting in maximum customer satisfaction will be the primary objective. The Program Manager is also responsible for the daily operations of the assigned contract(s) and supports the contract(s) through program management, deliverable completion, team supervision, and report completion. This individual owns all aspects of a product or service offering for a federal client, from inception to successful delivery and is integrally involved in interaction with project managers, consultants, stakeholders and other members of cross-functional teams. The Program Manager will be the leader of the assigned DevSecOps program and will work on projects consisting of cloud native and DevOps implementations.

    Key Responsibilities:

    • Architect and execute enterprise-wide cloud migration strategies, ensuring seamless transition of legacy systems to cloud-native architectures while maintaining business continuity
    • Lead cross-functional teams in implementing DevSecOps practices, integrating security measures throughout the software development lifecycle
    • Develop and maintain program roadmaps, establishing clear milestones, dependencies, and success metrics for cloud and security initiatives
    • Drive technical decision-making processes, balancing engineering constraints with business objectives and security requirements
    • Coordinate between development, operations, and security teams to optimize delivery pipelines and automate security controls
    • Manage stakeholder relationships across engineering, product, security, and executive leadership teams
    • Monitor and report on program health, risk mitigation strategies, and operational metricsKey Responsibilities:

  • Qualifications

    Qualifications

    • Deep understanding of cloud platforms (AWS, Azure, GCP) and cloud-native architectures
    • Extensive experience with containerization, orchestration (Kubernetes), and microservices
    • Strong knowledge of DevSecOps tools and practices (CI/CD pipelines, infrastructure as code, security scanning)
    • Familiarity with security frameworks, compliance requirements, and risk management
    • Experience with agile methodologies and scaled agile frameworks
