We are seeking a VTC Administrator to join Defense Logistics Agency contract in Ft. Belvoir, Virginia.
The support includes setup, operation, troubleshooting and maintenance of VTC equipment. End-user global hardware support and setup of all VTC equipment includes CODECs, VTC network connections and controllers, wired/wireless interfaces, audio controllers, data interfaces and other miscellaneous VTC equipment. VTC equipment resides on both the NIPRNET and SIPRNET. Software support of VTC equipment and all required presentation applications includes Microsoft and third-party applications. DLA Information Operation’s network is a Microsoft Windows Operation System environment. Requires the performance of Standard and Advanced VTC support services to troubleshoot, install and relocate hardware as well as install/upgrade software as required.
RESPONSIBILITIES
Works under general supervision, providing support for DLA information Operations (AV/VTC) equipment, to include CODECS, AV/VTC network connection and controllers, wired/wireless interfaces, audio controllers, data interfaces, Cable TV, CCTV other miscellaneous AV/VTC equipment and other commonly used peripheral within the government computing environment.
Test and install VTC hardware and configurations that comply with DLA's CERT (Computer Emergency Response Team) and STIG mandates, ensuring that updates and configurations have undergone the approval process for installation.
Ensure that at all patches, fixes and STIG settings have been applied to each VTC setup prior to installation.
Provide VTC POCs with training in proper operation of VTC equipment to include session encryption, host multipoint conferences, video and audio recording, utilize presentations, rudimentary troubleshooting and camera/audio control.
Identify hardware/software diagnostic tools that can reduce downtime by decreasing problem identification and resolution time, to include software already owned by the government.
Provide diagnostic analysis to determine next steps for all user levels in order to identify the cause and resolution of issues encountered in the use of hardware and software. Refer unresolved issues to the COR/COTR.
Provide research regarding possible acquisitions and prepare necessary documentation for submission to the Configuration Control Board (CCB) for approval.
Attend meetings with the KO, COR and local support personnel to discuss milestones, task status, concerns, and any issues that would impact progress. Discussions may include major projects such as Enterprise VTC replacements, installation, upgrades or software/firmware upgrades. Meetings will be held on an as needed basis
Install and maintain Fort Belvoir VTC equipment and coordinate installations with DLAInformation Operations VOC (Video Operations Center), as required.
Coordinate Information Operations at Fort Belvoir All Hands presentations (as required) with the Information Operations Site representatives.
Microphone/Video Tests before meetings
Coordination with DLA Enterprise VOC to ensure all sites can connect to the presentation.
Loading presentation into the VTC system
Coach presenters in the proper utilization of microphones and locations of cameras within the presentation area.
Coordinate camera transitions during the presentation to show remote locations
Complete necessary inventory / disposal documentation and forward to the COR/COTR for signature. Deliver unserviceable or excess VTC equipment to staging area for disposal.
Utilize the DLA ITAM (Information Technology Asset Management) system to facilitate tracking of all equipment.
Prepare and brief on specific VTC projects/findings during monthly directors’ updates or as needed.
The Contractor shall utilize the Eagle time and project tracking system to input consolidated time spent per day on each project using predetermined project codes that are provided within the project tracking system
Provide a weekly summary report of all problem resolutions including date and time equipment was restored to operational status.
Manage the InfoSpot process to include mass notification and status of system availability. This report shall include status of tasks and reasons tasks are not completed.
Maintain and update data about customer-reported VTC problems and/or VTC projects and provide/report status as requested.
Update and maintain current VTC deployments using Government supplied and/or other approved hardware, subsequent upgrades/patches/versions/releases and VTC unique applications.
Ensure compliance as outlined in the VTC Security Technical Implementation Guide (STIG) on all DLA Information Operations VTC setups. http://iase.disa.mil/stigs/a-z.html
Provide Standard and Advanced VTC Support for hardware/software configuration, troubleshooting and problem resolution Enterprise wide. Provide technical support for VTC update software installation and configuration issues and provide resolution. Trouble tickets shall be input, updated and maintained using the current Remedy Help Desk software application or any subsequent Help Desk applications.
Evaluate and perform technical review of all DLA Information Operations VTC hardware/software acquisition requests. Validate hardware configuration compatibility and hardware/software standardization in accordance with DLA Enterprise VTC standards and DLA Information Technology Solutions document compliance.
Provide enterprise support for DLA, Information Operations at Fort Belvoir VTC equipment, to include CODECs, VTC network connections and controllers, wired/wireless interfaces, audio controllers, data interfaces, other miscellaneous VTC equipment and other commonly used peripherals within the Government computing environment.
Contact appropriate vendor repair personnel for warranty and/or proprietary repairs, as required. Explain and demonstrate the malfunction to the appropriate equipment/hardware vendor responding to the warranty call. Verify that the repairs made by the servicing vendor are proper and fix the problem.
Provide subject matter expertise to onsite support technicians in the setup and deployment of VTC systems to all DLA Fort Belvoir locations CONUS as required.
Provide knowledge transfer to DLA Information Operations personnel in the deployment and administration of the VTC system.
Provide Advanced VTC Support for all Fort Belvoir personnel.
Research potential impacts for upgrades and implementation of VTC products currently in use including patches, upgrades, service packs and applications. Provide recommendations to limit customer downtime.
Provide VTC Subject Matter Expertise (SME) to DLA Information Operations IT Management and DLA Headquarters.
Respond to DLA CERT Advisories, Bulletins and Tasking, and ensure all VTC equipment and transmissions are secure from vulnerabilities
Develop/generate reports to be used by the DLA Information Operations Information Assurance Office for tracking and managing of DLA CERTS.
Research current market technology to address VTC issues and inform/advise DLA Information Operations personnel.
Prepare and brief on specific projects/findings as required by the COR.
Identify and recommend power and LAN (Local Area Network) requirements for full VTC functionality.
Provide Advanced VTC Support for the VTC infrastructure at DLA, Information Operations at Fort Belvoir, CONUS.
Provide support in the implementation and sustainment of VTC throughout DLA, Information Operations at Fort Belvoir.
Create or update network diagrams from a VTC point of view.
Create system configuration documentation for all VTC systems.
Create user job aides to facilitate setup and operation of VTC sessions without administrator intervention.
Create step by step equipment configuration guides to ensure standard equipment configurations throughout the agency.
After hours/on-call support is required. Coverage shall be coordinated with the COR/COTR after contract award and historically has not required more than 4 incidents per year.
The Contractor shall work overtime hours as required by the COR/COTR. The overtime hours are required on occasion to support an increase in security related remediation's, unforeseen hardware/software issues, workstation replacements, disposal of end of life equipment and support of overseas locations.
REQUIRED QUALIFICATIONS
Three (3) years of progressive Information Technology (IT) experience in the Video Teleconferencing arena, including deployment, trouble shooting, supporting VTCs in a dynamic environment.
