    Program Analysis Services

    Provide program analyst support ensuring the guidelines and business practices established are in alignment with policies, procedures, and business practices for managing information technology are communicated to all areas. These services include, but are not limited to the following activities and functions:

    Engage in a wide variety of analytical and evaluative duties addressing the management, integration, and controls required in the execution of radio and wireless programs, projects, technical and budgetary functions.

    Review quantitative data/reports/documents for accuracy and consistency.

    Assist in the management and control of program related documentation.

    Assist staff members in developing policies and procedures as required.

    Assist in the development and cataloging of systems drawings and diagrams. 

    Perform special studies, analyses, and reports to ensure all resources and policy issues associated with assigned programs and projects are compliant, with Departmental and Federal policies, regulations, and business practices.

    Analyze program resources such as personnel and financial resources to determine the impact of proposed new tasks against existing workload; and recommend prioritization of work and additional resources as needed.

    Reviews quantitative data/reports/documents for accuracy and consistency.

    Conduct on-site surveys and inspections of personal property and facilities assets.

    Assists in the development of Internal Control Review Programs. Conducts internal control reviews and evaluations in support of Service audit objectives where applicable by gathering information, conducting interviews, entrance and exit conferences, preparing work papers, analyzing data, writing audit findings and recommendations, and preparing draft audit reports and audit proposals.

    Brief staff on progress of audits and evaluations and identifies problems such as the need to expand scope and commit additional resources.

    Analyze and evaluate if audit recommendations have been successfully implemented and recommend changes and modifications as necessary; and prepare written summaries of analyses when required.

    Perform asset management roles and responsibility of related property and associated telecommunications facilities.

    Assist in the development life-cycle replacement policies, plans, and strategies for related assets.

    Serve as the Program’s Asset Management Liaison to ensure proper management of program assets is obtained.

    Lead the program staff with incorporating and managing a help desk ticketing presence.

    Manage and maintain content and administer user access of established SharePoint sites, portals, webpages, and/or content management systems.

    Respond to oral and written requests for program-related information.

    Prepare supporting documentation that takes the form of specialized management studies which include, but are not limited to presentation of findings, conclusions and predictions of future program and project needs.

    Assist staff members in data calls to Departmental budgetary and Capitol Planning and Investment Control (CPIC) requests for information relating to the program resources and activities.

    Utilize and/or develop local or DOI provided/sponsored tools (Survey Monkey, etc) for data calls/surveys to the field to retrieve data for analysis and process evaluation.

    Provide weekly reporting on all program related projects and associated activities.

    Development, editing, and publication of quarterly newsletter for the Service- wide programs.
