Utility Rate and Financial Analyst
Overview:
The Utility Cost of Service and Rate Analyst Consultant specializes in providing expert guidance to utility companies on rate design, cost allocation, and regulatory compliance. This role involves conducting in-depth cost-of-service studies, developing rate strategies, and advising clients on optimizing revenue structures while maintaining fairness and regulatory adherence.
Responsibilities:
- Cost of Service Studies:
- Perform detailed cost-of-service analyses to allocate costs across customer classes accurately.
- Evaluate utility operations and expenditures to identify cost drivers and areas for efficiency improvements.
- Rate Design and Strategy Development:
- Design equitable and sustainable utility rate structures tailored to client objectives.
- Develop pricing strategies that balance financial stability, customer/member fairness, and regulatory requirements.
- Regulatory Compliance and Support:
- Prepare and support regulatory filings, including rate cases, tariffs, and applicable supporting documentation.
- Provide expert testimony and representation in regulatory proceedings as needed.
- Client Advising and Collaboration:
- Collaborate with clients to identify challenges and opportunities related to cost recovery and rate structures.
- Deliver clear and actionable recommendations to utility executives, boards and stakeholders.
- Provide training to client teams on cost-of-service methodologies and rate-setting practices.
- Market and Policy Analysis:
- Stay informed on industry trends, regulatory changes, and market conditions affecting utility rates and cost structures.
- Analyze the impacts of emerging technologies and renewable energy policies on utility cost and rate design.
Qualifications:
- Education:
- Bachelor's degree in Economics, Finance, Accounting, Engineering, or a related field.
- Experience:
- Minimum of 5 years of experience in utility rate design, cost-of-service analysis, or related consulting roles.
- Proven track record of working with electric utilities.
- Skills and Abilities:
- Proficiency in cost modeling and advanced Excel functions.
- Strong analytical and problem-solving skills with a keen attention to detail.
- Excellent written and verbal communication skills for preparing reports and presenting findings.
- Ability to manage multiple projects and deadlines simultaneously.
- Knowledge of federal and state utility regulations, including FERC, NARUC, or equivalent standards.
