Job Summary:
The Forefront Vice President, Business Development (Government Services) will lead the
Business and Proposal Development functions for the Government Services division.
Responsibilities include, but are not limited to, managing the proposal submission process from pre-bid to submittal, preparing proposals, qualifications and presentations, organizing/updating database of project information, creating and maintaining the standard narrative library, coordinating meetings, writing original proposal material, assisting with the opportunity pipeline, and monitoring potential opportunities on govwin.com and sam.gov.
The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization, be detail-oriented, and proficient in desktop publishing. Experience with federal contracts required.
Job Description:
The Vice President’s duties include, but are not limited to the following:
Manage and supervise the Business Development division
Interpret RFP, RFI, and RFQ submittal and evaluation criteria
Coordinate proposal process, following standard procedures, including planning, review,
and production of statements of qualifications and proposals
Establish and maintain internal proposal schedules
Coordinate, schedule, and collaborate with diverse team members and subject matter
experts for the completing of writing deliverables
Research information including proposals, including resumes and project summaries
Review, organize, and edit written documentation to improve clarity
Provide final quality control check, including proofreading for grammar, RFP
compliance, and conformance to established strategies and plans
Verify complex technical solutions, strategies and themes are easily understandable,
readable, and compelling
Update leads, resumes, project descriptions, and text libraries in department database
Ability to collaborate with Project Executives, Project Managers, and relevant consultants in the proposal preparation process
Engage senior technical and management staff to obtain necessary information and
commitment for specific pursuits
Coordinate with technical staff to develop, research, track, and follow-up on leads
Participate in strategic planning that includes evaluating marketing intelligence,
identifying customer concerns and key issues, and developing win strategies
Effectively communicate with Government points of contact regarding proposal
submittals, RFP questions,
Attend industry functions and conferences to promote Forefront business opportunities and develop customer relationships
Attend site visits and pre-proposal conferences when needed
Participate in Phase In for awarded contracts if needed
Independently manage a challenging workload when faced with unexpected
changes in priorities and deadlines
Assist President of Government Services with opportunity pipeline, monitor opportunities on Gov win and Sam.gov, research future opportunities and present to Forefront management
Participate in expanding Government Services division in the following areas: Capture,
Estimating, Project Management, Proposal Coordinators, etc.
Qualifications
Bachelor degree in related field (English, Journalism, Business, Marketing, Engineering)
Ideal candidates should possess 15+ years of experience in developing proposals for
Federal contracts
Experience with graphic design and page layout in a deadline-driven, team environment
Ability to collaborate with varied stakeholders and to provide creative solutions to
potential issues
Ability to communicate effectively both orally and in writing to make presentations and
respond to inquiries by all stakeholders
Human relation skills to build effective relationships with team and internal customers
Advanced computer literacy including knowledge of word processing, spreadsheet,
database, and presentation software
Excellent knowledge of English including vocabulary, spelling, and correct grammatical
usage and punctuation
Ability to establish priorities and solve a wide range of technical writing problems
Demonstrated customer service, common sense, problem solving and analytical skills
Flexibility to respond to changing work priorities and handle numerous projects at the
same time
Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access),
Google software, Adobe Creative Suite
Experience with marketing professional services and familiarity with industry terms,
contracts, deliverables, and processes is required
Strong knowledge of Government contracting and proposal process is required.
Previous experience with the creation, maintenance, and development of CRM
databases is desired
Must be a self-starter with the ability to manage multiple priorities/tasks, and possess
strong organizational skills
Knowledge and experience with office procedures, systems, and protocols required.

401K/Retirement. You will be eligible to participate in the 401K retirement savings program that Forefront offers upon the next open enrollment period. Enrollment occurs twice per year in January and July. Forefront currently offers discretionary match.
Paid Time Off. As a salaried exempt employee, you will be eligible for three (3) weeks/fifteen (15) days paid vacation and seven (7) sick days annually. Forefront observes six (6) paid Holidays.
