JOB DESCRIPTION
Outpatient Therapist
Purpose of Position
Provide comprehensive clinical assessments and evaluations, as well as medically necessary outpatient therapy services to clients with mental health, developmental disabilities and/or substance use challenges so they may attain personal outcomes and lead full, meaningful lives they envision.
Functions:
Clinical:
- Complete comprehensive clinical assessments for clients with a wide variety of mental health, developmental disabilities and substance abuse challenges.
- Determine service need(s) and medical necessity.
- Formulate comprehensive person-centered treatment plans that are individualized to the individual/family's specific treatment needs and are based on clinical experience and knowledge.
- Utilize various, best-practice therapy modalities of treatment.
- Provide individual and group therapy services to promote optimum mental health and overall well-being.
- Provide psycho-education on self-management skill-building tools.
- Provide clinical consultation and work in partnership with individuals and families, other staff members and community stakeholders in carrying out the goals and objectives of the treatment plan.
- Refer individuals inquiring about services or on service to appropriate community agencies and resources.
- Provide crisis intervention and response during and after-hours for individuals assigned to caseload or as additional on-call role for the agency.
- Provide clinical, technical assistance to Agency staff in case conceptualization, development, and/or implementation of Person-Centered Plan (PCPs).
- Prepare/obtain correspondence and reports as necessary to implement effective assessments, treatment plans and therapy services.
- Provide clinical staffing meetings as requested or assigned for Agency staff to enhance their clinical knowledge and ensure quality provision of integrated services.
- Work as a member of the QA Audit team (as requested or assigned) to review various charts for accuracy.
- Prepare and maintain all state, local, federal and company documentation, treatment records and reports.
- Provide consistent First Responder accessibility consistent with Agency Policy and Procedures and State rules/definitions for consumers, guardians, family members, and Agency staff
- Through leadership, training, and advocacy promote consumer outcomes, dignity, and rights
- Ensure all approved services for the consumers are provided in accordance with their Person-Centered Plan (PCP) as agreed to by the consumer, his/her guardian (as appropriate), treatment team, and other consumer identified stakeholders
- Maintain confidentiality of all individuals and families served related to treatment as well as all service records in accordance with all applicable HIPPA and confidentiality laws, rules and regulations.
- In collaboration with Senior Management, review and provide input into Agency Policy and Procedures, as needed
- Ensure compliance with Agency Policy and Procedures as related to provision of clinical services
- In collaboration with Senior Management, ensure the timely responses to investigations, complaints, grievances, appeals, etc., as requested or required by regulatory, licensing agents, and/or Agency Policy and Procedures
- Ensure that documentation of service planning, authorization, billing and provision is completed in a manner consistent with Agency Policy and Procedures and State rules/definitions/laws
- Ensure adherence to confidentiality of records and documentation consistent with HIPPA guidelines
- Ensure that incident reports are completed and submitted to appropriate state/local agencies, consistent with Agency Policy and Procedures and State rules/laws
- Ensure that confidential information is released consistent with Agency Policy and Procedures and State and Federal laws
- In collaboration with the Senior Management, promote the growth of the company by making sound clinical decisions regarding revenue and expenditures as related to current and new services
- Submit billing, timesheets and accurate documentation consistent with Agency policy and procedure.
- Analyze various reports and documents for clinical trends and develop action plans to address service gaps, limitations or identified areas of improvement.
- Maintain consistent communication with the Administrator regarding clinical services provided in the local and corporate offices.
- Board Eligible staff may serve as Therapist. However, full licensure must be attained within 30 months of hire.
- 1 or more years of providing mh/dd/sa therapy and assessment services.
- Experience with and knowledge of the public MH/DD/SA system, Service Definitions, and Mental Health Reform
- Demonstrated leadership in providing clinical services and oversight, oral and written communication, time management, organizational, conflict resolution, computer (e.g., MS Office, MS Publisher, Excel, email, etc.) skills
- Valid Driver's License, reliable automobile with proof of current liability insurance, acceptable driving record, current vehicle registration and brake tag, current TB test, and a criminal record.
- Therapists are required to complete at least 25 billable hours per week of face to face contact with clients in the form of a billable outpatient therapy session. Maintain prompt and professional communication with clinical director and administrative staff, as well as school administration.
- Serve as a role model for professional and support staff, by consistently conducting him/herself in a professional and ethical manner in all situations, including but not limited to promptness of completing
- Represent Agency at Local Management Entity meetings, as requested
- Participate in treatment team meetings, as warranted
- Have a working knowledge of various forms of mental illness and common accompanying issues
- Monitor the Division of MH/DD/SAS, Division of Medical Assistance, Value Options, and local
- Have or develop a working knowledge of rules, service definitions, and statutes governing the provision of the services provided.
- Have or develop a working knowledge of all applicable authorization/re-authorization processes, Agency policies and procedures, documentation requirements, and billable tasks,
- Have or develop a working knowledge of local community resources, both public and private
- Maintain a person-centered focus throughout service provision
- Provide services according to the philosophy, standards, values and ethics set forth by Agency
- Follow all Agency Policies and Procedures
- Participate in all team meetings, committees, and audits as required
- Promote community awareness of the services and achievements of Agency through effective public relations.
- Maintain current, valid, and 'in good standing' status of licensure and or certification and with the appropriate governing authority in North Carolina.
- To provide full and accurate disclosure of any prior, current or pending violation(s), fine(s), penalties, suspensions, termination or action taken against the provider/clinician under federal and or state law and/or rules that govern the medical assistance program, Medicare or other regulatory bodies.
- To provide or have written agreement with another entity for access to 24-hour coverage for emergency services.
- To provide or implement services as defined within the most current service definition or policy approved by Medicaid or the LME when it is determined they are medically necessary.
- Maintain all supervision requirements as required by the respective licensure regulatory body and provide written verification of supervisory arrangement to the company at least annually or upon any changes in such arrangements.
- Post verification of most current and valid licensure status in a clearly visible area of the clinician's office and provides a copy of licensure status/renewal upon hire and subsequent licensure renewal periods.
- Pursue continuous education as to the latest evidenced-based and best practice treatment strategies, research indications as related to treatment, diagnostic information, and consumer care.
- Maintain all required levels of earned CEUs as required by the respective licensure regulatory body
- Adhere to and follows all company Policies and Procedures as well as its Mission Statement and Code of Ethics.
- Do not attempt to practice or provide treatment modalities beyond the scope and range of the clinician's range of expertise.
• Attend Clinical Review Teams as requested or assigned.
• Submit and obtain authorizations from Local Management Entities (LMEs).
Ensure health, safety and welfare of consumers through service coordination and oversight
- Provide consistent First Responder accessibility consistent with Agency Policy and Procedures and State rules/definitions for consumers, guardians, family members, and Agency staff

- Act as advocate for those receiving therapy services to coordinate required services or to resolve emergency problems in crisis situations.

- In collaboration with Senior Management, review and provide input into Agency Policy and Procedures, as needed
- Ensure compliance with Agency Policy and Procedures as related to provision of clinical services

Quality Assurance and Improvement
- Ensure participation in all Agency QA/QI efforts
- Analyze various reports and documents for clinical trends and develop action plans to address service gaps, limitations or identified areas of improvement
- Conduct clinical audits of charts on a quarterly basis or as needed.
Communication
- Maintain consistent communication with the Administrator regarding clinical services provided in the local and corporate offices.
Qualifications
Education/Experience
The minimum requirement for this position is:
Master's level licensed professional in one of the following licensed discipline categories:
o NC Licensed Clinical Social Worker
o NC Licensed Psychologist (Doctorate Level)
o NC Licensed Psychological Associate
o NC Licensed Professional Counselor
o NC Licensed Marriage and Family Therapist
- Mastered Degree NC Licensed Nurse - advanced practice only (NP, PNPs)
- Certified Clinical Supervisor
o NC Licensed Clinical Addiction Specialist
Preferred Credentials/Experience
- 1 or more years of providing mh/dd/sa therapy and assessment services.
- Experience with and knowledge of the public MH/DD/SA system, Service Definitions, and Mental Health Reform
- Demonstrated leadership in providing clinical services and oversight, oral and written communication, time management, organizational, conflict resolution, computer (e.g., MS Office, MS Publisher, Excel, email, etc.) skills
Training
• Must complete Agency required training
• Must maintain required CEUs as established by licensure board and by Agency.
Additional Requirements
- Valid Driver's License, reliable automobile with proof of current liability insurance, acceptable driving record, current vehicle registration and brake tag, current TB test, and a criminal record.
Performance Expectations:
