POSITION SUMMARY
The Director of Facilities Management and Technical Services is an essential position reporting to the Vice President for Administration and Finance. The Director of Facilities is directly responsible for the leadership, organization, management and operations of the Facilities Management Department. The position ensures compliance with the College’s Mission and Strategic Plan, and oversees all aspects of new projects, facilities strategic planning, facilities renewal and deferred and preventive maintenance.
KEY RESPONSIBILITIES
- Directs, manages, and administers departmental efforts associated with the maintenance and repair of buildings, structures, athletic facilities, equipment, landscaped grounds, tree removal, roads, walkways, parking lots, college owned vehicles, and enhances facility utilization.
- Develops a facilities strategic plan that includes deferred and preventive maintenance programs.
- Prepares building and equipment assessments through a standardized inspection process.
- Develops programs to maximize the use of building assets, including space, systems, furniture, fixtures, and equipment; makes recommendations in planning, including estimating space requirements, equipment needs and requirements of buildings and grounds maintenance, renovations, and contractual services.
- Ensures compliance with all local, state, and federal laws and regulations, environmental and safety procedures and the College’s policies and procedures.
- Responsible for various reporting requirements to federal, state and local entities, including but not limited to: UST (underground storage tanks), hazardous waste, sanitary sewerage discharge, compost processing.
- Develops, prioritizes and manages the Facilities Management budget; monitors funds and tracks expenditures in accordance with established policies and procedures.
- Establishes design and construction requirements; prepares bid specifications and procedures for consideration of outside contracts; prepares plans, surveys, and estimates and maintains records, as required.
- Promotes commitment to environmentally friendly and socially sound purchasing and construction, maintenance practices by FMTS supervisors and student workers.
- Provides leadership in fulfilling the College commitment to the environment by serving as a spokesperson for environmental stewardship in campus and community discussions.
- Manages and oversees facilities construction projects with internal and external constituents.
- Develops and maintains campus wide standard materials and methods.
- Serves as a key member of the College emergency management team. Participates in training, emergency exercises and team meetings as required.
- In conjunction with designated college personnel, is responsible for assisting with oversight and logistical support for special events.
- Maintains comprehensive, regular contact with all College organizational stakeholders concerning their needs for facilities support and monitors the relative satisfaction of same; ensures positive working relations between Facilities Management and students, faculty, staff and administrative officers.
- Accountable directly or indirectly through subordinate managers for all Facilities Management staff; implements and executes supervisory responsibilities in accordance with the College policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Responsible for environmental health and safety of College employees; extending to physical grounds owned and maintained by the College consistent with the Environmental Commitment Statement and Pattern Language Documents.
- Promotes and maintains positive community relations; attends conferences as required.
- Provides supervision of and direction to FMTS staff and the student workers who report to them from the College Work Program.
- Coordinates with Director of Occupational Safety and Training to ensure all staff and students are trained, PPE (personal protective equipment) is available and utilized and equipment is inspected.
- Demonstrates a commitment to excellence in service to staff, faculty and students and to the Mission of the College.
- Formulates, and recommends to the Vice President for Administration & Finance, budgets for facilities maintenance, operations, and renovation. Establishes Capital Budget Plan, coordinates, and annually evaluates a five-year maintenance plan for equipment, buildings, and utilities.
- Researches and implements new and innovative maintenance and construction techniques and practices.
- Consults with architects, engineers, the President, the Vice President for Administration & Finance, other college departments regarding appropriate elements of shared governance in planning and developing new construction and renovation of existing facilities according to College policies and best practices.
- Advises the Vice President for Administration & Finance in the negotiation and execution of contracts, and other legal documents related to goods, services, construction, capital property, and insurance.
- Plans and conducts conferences with subordinates and regular department meetings to ensure compliance with established department practices and clear and open communication within the department and with other College constituencies.
- Directs personnel functions including developing and implementing work procedures and standards; conducts training exercises; establishes with staff professional goals, measurements and processes.
- Meets with or serves on College and community committees and boards, as appropriate. Serve on the Board of Trustees Facilities Committee, Long Range Land Use Committee, chair Buildings and Grounds Committee
- Coordinates the provision of appropriate substitutes for supervisors’ absences due to illness, vacation, or emergency responses for skilled trades after regular working hours.
- Oversees monitoring of campus energy supply and demands.
- Creates a Facility Operations Master Plan that includes a campus energy plan which identifies opportunities for energy efficiency improvements and renewable energy.
- Performs other duties as assigned.

QUALIFICATIONS
- Bachelor’s degree in architecture, engineering, construction management or related field, or equivalent experience, required.
- At least 10 years of administrative and/or supervisory experience in institutional facilities management, maintenance or construction required.
- Proven experience in LEED and demonstrated knowledge of sustainable building practices and commitment to sound environmental and socially conscious management of the built environment required.
- Proven track record of effective leadership and management skills including supervision, coordination, motivation, delegation, and involvement of others in decision making.
