    We are seeking a qualified consultant to plan, implement, and manage the TEEN (Teen Employment Education Network) Works program and other youth development initiatives. The consultant will be responsible for overseeing the program’s operations, curriculum development, staff management, and stakeholder engagement.

    Key Responsibilities:

    Program Planning & Preparation (April - July)

    Develop a deep understanding of TEEN (Teen Employment Education Network) Works, including program goals, requirements, and past performance.

    Coordinate all program logistics, including participant orientation, staffing, scheduling, and activities.

    Collaborate with Youth Bureau staff on participant application intake and roster management.

    Evaluate and enhance existing curriculum, making necessary modifications.

    Recruit, interview, hire, onboard, and train program staff.

    Procure and organize program materials and supplies.

    Attend meetings with the Youth Bureau and key stakeholders.

    Program Implementation (July - August)

    Manage daily operations at Rockland Community College (RCC), ensuring a smooth and efficient program execution.

    Supervise program staff, maintain compliance with policies, and resolve operational challenges.

    Serve as the primary point of contact for TEEN Works, responding to inquiries from participants, parents, and stakeholders.

    Maintain all program documentation and submit reports to the Youth Bureau.

    Assess program effectiveness and make recommendations for future improvements.

    Optional Responsibilities (September - March, based on funding availability)

    Develop new curriculum for future TEEN Works sessions.

    Identify and coordinate community-based projects for youth.

    Establish and lead a Rockland County Youth Advocacy Committee.

    Design and facilitate professional development programs for youth-serving organizations.

    Qualifications & Requirements:

    Minimum of 3 years of experience in youth development, with a focus on Positive Youth Development programs.

    Proven ability to develop, implement, and manage youth programs.

    Experience in hiring, training, and supervising staff.

    Strong curriculum development and program evaluation skills.

    Knowledge of New York State Child Labor Laws.

    Familiarity with Rockland County youth development initiatives and advocacy programs.

    Excellent organizational, communication, and leadership skills.

    Compensation:

    Hourly rate based on experience and qualifications. $30/hr

    Contracted hours estimated at 520 for the primary scope of work, with additional hours possible for optional responsibilities.
